<br />REPORTS AND RECOMMENDATIONS
<br />P. Johnson moved, Goedeke seconded, that Sullivan
<br />Engineering Company be hired to do the recommended
<br />safety audit of the Williams Pipeline and Amoco tank
<br />farms at a cost not to exceed $4,600, to be tak~n from
<br />the Contingency Fund. Additional items (and costs) may
<br />be authorized only with approval of council/Mayor and
<br />authorization by the City Manager. Roll Call, Ayes:
<br />Goedeke, Wiski, P. Johnson, Mastel, and V. Johnson.
<br />Nays: None.

<br />P. Johnson moved, Mastel seconded, that the City
<br />Attorney be directed to prepare the standard
<br />Consultant Services Agreement and when completed,
<br />direct the Mayor and City Manager to sign on behalf of
<br />the City. Roll Call, Ayes: Goedeke, Wiski, P.
<br />Johnson, Mastel, and V. Johnson. Nays: None.

<br />Mastel moved, Goedeke seconded, that Resolution 9160,
<br />setting April 24, 1995, as a public hearing date for
<br />consideration of a new Tax Increment Financing
<br />District for Independent School District 623 in the
<br />South Owasso Boulevard and Dale Street Area, be
<br />adopted. Roll Call, Ayes: Goedeke, Wiski, P. Johnson,
<br />Mastel, and V. Johnson. Nays: None.

<br />Mastel moved, Goedeke seconded, that the meeting be
<br />recessed and reconvened in Executive Session for the
<br />purpose of reviewing labor negotiations and an active
<br />case in litigation. Roll Call, Ayes: Goedeke, Wiski,
<br />P. Johnson, Mastel, and V. Johnson. Nays: None.

<br />COMMUNICATIONS, RECOGNITIONS, AND PUBLIC COMMENTS
<br />Mike Hermes and Stan Borden, of the Roseville Human
<br />Rights Commission, presented a certificate to Advance
<br />Circuits, Inc. as the recipient of the 1994 Human
<br />Rights Excellence Award for their exemplary and
<br />aggressive pursuit of affirmative action.
<br />
<br />Charles Scott, President of the Roseville sister City
<br />Association, gave an update of the Association's
<br />activities.
<br />
<br />Steven C. Schachtman, representing Steven Scott
<br />Management, Inc., was not present to discuss with
<br />the city Council his concerns about the property tax
<br />rates for apartments.
<br />
<br />An Award of Financial Reporting Achievement from the
<br />Government Finance Officers Association of the United
<br />states and Canada was presented to Nick Ensrude,
<br />Assistant Finance Director.
