Johnson moved, Mastel seconded, that Independent <br />School District 623 request for concept approval of a <br />Planned unit Development consisting of 60 townhomes <br />and 79 single family lots, a rezoning from R-1 to <br />Residential Planned Unit Development, and preliminary <br />and final plat approval on land generally bounded by <br />Dale on the west, South Owasso Boulevard to the north, <br />and Western Avenue to the east, and a change in the <br />Comprehensive Plan map relocation of the Medium <br />Density Residential uses and Public Park uses per the <br />approved PUD Concept Plan be approved with the <br />following conditions: <br /> <br />INDEPENDENT <br />SCHOOL <br />DISTRICT 623 <br /> <br />1. That all wetlands be platted as out lots and deeded <br />to the city, and easements shall be provided for <br />the maintenance of all NURP basis and drainage <br />improvements. <br /> <br />2. That trail connections be provided to the <br />neighborhood park from the proposed sidewalk along <br />the main through street in the development, and to <br />provide access to the Judith Avenue neighborhood. <br />These trails shall be dedicated as pedestrian <br />rights-of-way and the specific locations and <br />design shall be determined in cooperation with the <br />Parks Commission and staff. <br /> <br />]. That the applicant shall cooperate with the staff <br />and Peter Gryskewicz in the process of evaluating <br />the City's purchase of his property for storm <br />water ponding purposes. If the City chooses not <br />to acquire this property and Mr. Gryskewicz <br />decides to pursue its development as a single <br />family residential lot, the applicant has <br />volunteered to grant an access easement to serve <br />this lot. <br /> <br />4. That final details of the proposed storm water <br />drainage system design shall be completed in <br />accordance with the Grass Lake Water Management <br />Organization resolution and the City's Comprehen- <br />sive Water Management Plan. Any major changes to <br />these designs that cause a modification of the <br />Concept Plan shall return to the Planning <br />commission for review. <br /> <br />5. That any reduction in the size or changes to the <br />shape of the neighborhood park that would result <br />in an increase in the number of lots shall return <br />to the Planning Commission for review. <br /> <br />6. The proposed cul-de-sacs in the townhome areas <br />shall be 28 foot streets located within 60 foot <br />rights-of-way. The cul-de-sacs shall be modified <br />to a "tear drop shape" to facilitate maintenance <br />and be located on 120 foot wide rights-of-way. <br />
