That 120 foot diameter rights-of-way be provided on all public cul-de-sacs. 8. That a final storm water outlet design to Lake Owasso be approved by staff. 9. That final street and utility plans, including recommended changes to the utility plans contained in this report, be approved by staff. 10. That the street names be modified per the Engineering Department's review. Roll Call, Ayes: and V. Johnson. Wiski, P. Johnson, Mastel, Goedeke, Nays: None. P. Johnson moved, Mastel seconded, that the Mayor be FINAL PLAT authorized to sign the final plat after completion of the Subdivision Agreement document review by the city Attorney and approval by the city Manager. Roll Call, Ayes: Wiski, P. Johnson, Mastel, Goedeke, and V. Johnson. Nays: None. G-5 Goedeke moved, P. Johnson seconded, that Harstad Homes, Inc. request for concept plan approval of a Planned unit Development consisting of 38 townhomes and 2 single family lots, rezoning from R-l to Residential Planned Unit Development, and preliminary plat approval on land generally located west of the intersection of Owasso Boulevard S. and Western Avenue be approved with the following conditions: HARSTAD HOMES, INC. 1. That special consideration be given to design elements to break the visual massing of the proposed buildings, and subject to staff review of the landscape plan to ensure landscaping is installed in accordance with the City's design standards. 2. That the cul-de-sac and fire/emergency access to the housing units on the cul-de-sac be reviewed by the Fire Chief/Fire Marshal. 3. That the city retain an easement for later construction of a "T" intersection at Western and Owasso if needed. Roll Call, Ayes: and V. Johnson. Wiski, P. Johnson, Mastel, Goedeke, Nays: None.
