<br />REPORTS AND RECOMMENDATIONS
<br />Mastel moved, Maschka seconded, that the Park Improvement Program (PIP)
<br />for 1998 be approved, with monies to be taken from the $250,000 appropriated
<br />in the 1998 Budget for the Park Improvement Program. Roll Call, Ayes:
<br />Mastel, Maschka, Wiski, and Wall. Nays: None.
<br />
<br />Mastel moved, Maschka seconded, that Bonestroo, Rosene and Anderlik be
<br />authorized to complete plans and specifications for the Skating Center
<br />Expansion project as proposed. Roll Call, Ayes: Mastel, Maschka, and Wall.
<br />Nays: Wiski.
<br />
<br />Mayor Wall excused Council Member Mastel from the meeting
<br />at 11 :00 p.m.
<br />
<br />Wiski moved, Maschka seconded, that the bid for the purchase of a ladder
<br />truck be awarded to Pierce Manufacturing in the amount of$528,916, to be
<br />taken from the Equipment Replacement Fund, noting it is in the Capital
<br />Improvement Budget at $550,000. Roll Call, Ayes: Maschka, Wiski, and Wall.
<br />Nays: None.

<br />ORDINANCES AND RESOLUTIONS
<br />Wiski moved, Maschka seconded, that Ordinance 1196, amending Section
<br />1012.l0(A) of the City Code of the City of Roseville to allow the placement of
<br />communication antennas on existing public utility structures and towers, be
<br />adopted. Roll Call, Ayes: Maschka, Wiski, and Wall. Nays: None.

<br />Wiski moved, Maschka seconded, that an ordinance adding Chapter 707 to
<br />the Roseville City Code to administer and regulate the public right-of-way in
<br />the public interest, and to provide for the issuance and regulation of right-of-
<br />way permits be continued to the regular City Council meeting of Monday,
<br />February 23, 1998. Roll Call, Ayes: Maschka, Wiski, and Wall. Nays: None.

<br />REPORTS AND RECOMMENDATIONS (Continued, if necessary)
<br />Maschka moved, Wiski seconded, that Resolution 9518, providing for public
<br />sale of$13,280,000 of General Obligation Tax Increment Refunding Bonds,
<br />Series 1998, be adopted. Roll Call, Ayes: Maschka, Wiski, and Wall. Nays:
<br />None.

<br />Wiski moved, Maschka seconded, that staff be authorized to approach
<br />owners of low valued residential structures identified as "poor quality" in
<br />the assessor's property records and negotiate a purchase agreement with an
<br />Earnest Money payment of up to $1,000, subject to proper due diligence,
<br />completed appraisals, terms, and City Council (HRA) approval. Roll Call,
<br />Ayes: Maschka, Wiski, and Wall. Nays: None.
