<br />005 <br /> <br />2-39. The expense involved due to condemnation as shown in the report <br />of the inspector shall become a lien in favor of the village upon the <br />. lot or parcel of land. <br /> <br />2-40. Any lien which has been,stablished against any property as a <br />result of condemnation and eXP.ðn~. Sf incidental thereto may be enforced <br />in a civil action in any court~ competent jurisdiction. <br />,.f <br /> <br />2-41. After the removal or destruction of any building the inspector <br />shall notify the owner or his agent in writing to clean up all debris <br />and also to fill any old foundations or pits. <br /> <br />2-42. If the work of cleaning up debris and filling in of old founda- <br />tions has not been started within thirty (30) days from the time of-the <br />inspeotor's written notice to the owner or agent, the inspector shall <br />have authority to enter upon the premises and to perform such work. <br /> <br />2-43. Should it become necessary for the inspector, after due notice <br />as set forth in this code, to perform work which causes expense to the <br />township, the amount of this expense may be placed as a lien against <br />said property_ <br /> <br />2-44. All permits issued shall expire ninety (90) days after the date <br />thereof, and unless the work contemplated and authorized thereby is in <br />actual progress all fees shall be forfeited. <br /> <br />SECTION 3 <br />MATERIAL <br /> <br />3-1. Insulation material used for the protection of a building against <br />heat and cold shall be passed upon by the inspector and under no cir- <br />cumstances will newspaper or other inflammable material be allowed for <br />such purpose. <br /> <br />3-2. Stucco'on the outside of frame buildings shall be on metal lath <br />weighing not less than 3.4 pounds per square yard, and any other plaster <br />base is hereby prohibited. <br /> <br />3-3. No paper of any kind shall be used for the permanent outside finish <br />on any building. <br /> <br />3-4. All building materials shall be of good quality, conforming to <br />generally accepted standards. Except as otherwise provided in law, or <br />in this code, or in duly promulgated regulations, the specifications of <br />the American Society for Testing Materials or other generally accepted <br />standards of equal value, shall be deemed to be generally accepted. <br /> <br />3-5. All materials used as aggregate in the mixing of concrete shall be <br />clean and free from loam and other foreign matter. <br /> <br />3-6. Mixtures used for concrete shall be as follows: <br /> <br />PLAIN CONCRETE - - 1 part Portland Cement, 3 parte Sand, 5 parts <br />Gravel. <br />
