No building shall be constructed upon any foundation, the footing <br />of which is less than four (4) feet below grade, unless built upon solid <br />rock, and no footing shall rest upon filled or loose earth. <br /> <br />4-2. All buildings shall have foundation wal:J.s of __it_, stone or con- <br />crete, of sufficient size or strength to support the weight imposed. <br /> <br />4-3. Such space shall in <br />all cases be enclosed but provided with ample ventilation and properly <br />drained. <br />
