It shall adopt rules for the transaction of business and shall keep a record of its resolutions, transactions, and findings, which record shall be a public record. On or before January 1st of each year, the Commission shall sub3it to the Villa~e Council a report of its work during the preceding year. SECTION 7 EXPENDITURES ./ Expenditures of the Planning Commission shall be within amounts appropriated for the purpose by the Village Council. ~he 6ommission shall submit a complete report of all expenditures to the Village Council at least four times each year. The first of these reports shall be made on January 1st. SECTION 8 PROGRAM' OF WORK Upon the appointment and organization of the Commission, it shall proceed with the preparation and adoption of a program of work, outlining activities proposed to be undertaken in the exercise of its powers and the performance of its duties. Such a program will include: (a) An outline of data and information to be assembled as the basis for the Village plan. (b) An outline of subjects to be covered by the Village plan. (c) An outline of types of procedure necessary to make the Village plan effective. (d) A schedule of the proposed planning work establishing the importance of each project and the sequence in which the various projects are to be undertaken. The Planning Commission may, by resolution, revise its program of work from time to time. SECTION 9 PREPARATION OF VILLAGE PLAN It shall be the function and duty of the Planning Commission to prepare and recommend a comprehensive Village plan for the physical development of the Village, including proposed public buildings, street arrangements, public utility services, parks, playgrounds and other similir developments, the use of property, the density of population, and other matters relating to the physical d( development of the Village. Such plan may be prepared in sections, each ot which shall relate to a major subject of the plan, as outlined in the Commission'S program of work. SECTION 10 PROCEDURE FOR ADOPTION OF PLAN The Planning Commission may, at any time, recommend to the Village Council, the adoption of the Village plan or any section of it or any substantial amendment thereof. Before making such recommendation to the Village Council, the Planning Commission shall hold at least one public hearing thereon, notice of the time and place of which shall be given by publication in a newspaper of general circulation at least ten days before the date of hearing. The recommendation by the Planning Commission to the Village Council shall be by a resolution of the ~ommi8sion, approved by the affirmative votes of not less than five-sevenths ot its total membership. The Commission may, from time to time, recommend minor amendments to the Village plan or any section thereof without the public hearing mentioned herein providing that a maj~rity of its members are of the opinion that such hearing is not necessary Ln the public interest.
