<br />'~ ,- - <br />SECTION 6 WETrNOS, REPORTS, ETC. <br /> <br />21(6 <br /> <br />The ~ommis8ion shall hold at lest one regular meeting each month. It shall <br />adopt rules for the transaction of business and shall keep a record of its <br />resolutions, transactions, and findings, which record shall be a public record. <br />On or before January 1st of each year, the Commission shall sub3it to the Villa~e <br />Council a report of its work during the preceding year. <br /> <br />SECTION 7 EXPENDITURES <br /> <br />./ <br /> <br />Expenditures of the Planning Commission shall be within amounts <br />appropriated for the purpose by the Village Council. ~he 6ommission shall <br />submit a complete report of all expenditures to the Village Council at least <br />four times each year. The first of these reports shall be made on January 1st. <br /> <br />SECTION 8 PROGRAM' OF WORK <br /> <br />Upon the appointment and organization of the Commission, it shall proceed <br />with the preparation and adoption of a program of work, outlining activities <br />proposed to be undertaken in the exercise of its powers and the performance <br />of its duties. Such a program will include: <br />(a) An outline of data and information to be assembled as the basis for <br />the Village plan. <br />(b) An outline of subjects to be covered by the Village plan. <br />(c) An outline of types of procedure necessary to make the Village plan <br />effective. <br />(d) A schedule of the proposed planning work establishing the importance of <br />each project and the sequence in which the various projects are to be undertaken. <br /> <br />The Planning Commission may, by resolution, revise its program of work from <br />time to time. <br /> <br />SECTION 9 PREPARATION OF VILLAGE PLAN <br /> <br />It shall be the function and duty of the Planning Commission to prepare <br />and recommend a comprehensive Village plan for the physical development of <br />the Village, including proposed public buildings, street arrangements, public <br />utility services, parks, playgrounds and other similir developments, the use <br />of property, the density of population, and other matters relating to the physical d( <br />development of the Village. Such plan may be prepared in sections, each ot <br />which shall relate to a major subject of the plan, as outlined in the <br />Commission'S program of work. <br /> <br />SECTION 10 PROCEDURE FOR ADOPTION OF PLAN <br /> <br />The Planning Commission may, at any time, recommend to the Village <br />Council, the adoption of the Village plan or any section of it or any <br />substantial amendment thereof. Before making such recommendation to the Village <br />Council, the Planning Commission shall hold at least one public hearing <br />thereon, notice of the time and place of which shall be given by publication <br />in a newspaper of general circulation at least ten days before the date of <br />hearing. The recommendation by the Planning Commission to the Village <br />Council shall be by a resolution of the ~ommi8sion, approved by the <br />affirmative votes of not less than five-sevenths ot its total membership. <br />The Commission may, from time to time, recommend minor amendments to the Village <br />plan or any section thereof without the public hearing mentioned herein providing <br />that a maj~rity of its members are of the opinion that such hearing is not <br />necessary Ln the public interest. <br />
