<br />. c '. , <br />S:gCTION 11 PROPOSED PU1S <br /> <br />278 <br /> <br />Before any tentative approval is given to any proposed platting of <br />property in the Village, the tentative plat shall be submitted by the Village <br />Council to the Planning vommission for study and recommendation, The <br />recommendation of the Planning Commission on such proposed plats shall <br />include only the general arrangement of the lots, the location of the <br />streets, conformance with overall Village plan, etc. The Planning Commission <br />will not consider street construction, grades or drainage. <br /> <br />SECTION 12 ADOPTION OF PLAN BY VILLAGE COUNCIL <br /> <br />Upon receiving a recommendation from the Planning Commission for the <br />establishment or amendment of a plan, the Willage \.ouncil shall, within <br />a reasonable time, hold a public hearing upon such recommendation after <br />advertising said hearing in th~ official Village newspaper ten days <br />prior to its being held, Afte~such hearing has been held, the ~ouncil <br />may adopt such plan or amendment by a vote of a majority of its members. <br /> <br />SECTION 13 MEANS OF EXECUTING PLAN <br /> <br />Upon the adoption of the Village plan or any section thereof, it shall <br />be the duty of the Planning Commission to recommend to the Willage Council <br />reasonable and practicable means for putting into affect such plan or <br />section thereof in order that the same will serve as a pattern and guide <br />for the orderly physical development of the Willage. Such means shall <br />consist of a zoning plan, the control of subdivision plats, a plan of <br />future street locations, etc. <br /> <br />SECTION 14 ZONING PLAN <br /> <br />The .flannine \.ommission, upon its Olm motion, may and upon instruction <br />by the Village ouncil, shall prepare a revised zoning plan for the Village. <br />Before recommending such plan to the Willage Council, the Planning <br />Commission shall hold at least one public hearing thereon after a notice <br />similar to that required by Section 10. 'l'he same pro4iedure shall apply <br />for the preparation of any overall street plan or acquisition of lands for <br />other public purposes. <br /> <br />SECTION 15 PROCEDURE TO REZONE PROPERTY <br /> <br />Upon the filing of any petition for the rezoning of any property in <br />the Village of Roseville, such petition shall be referred to the Planning <br />Commission for study and recommendation. T~ Planning \.ommission shall <br />hold a public hearing thereon prior to the time set for consideration for <br />said petition by the Council and shall notify in such manner as the Planning <br />Commission shall designate the petitioner or petitioners and all known <br />owners of property within 250 feet of the property described in the petition, <br />of the time and place of said hearing. The Board of Zoning shall thereafter <br />transmit to the Village Council in writing its ,recommendations together with <br />the reasons therefor for consideration by the Council. Said recommendation <br />to be submitted prior to the hearing required by the Zoning ordinance by the <br />Village Council. Failure of the Planning \.ommission to submit its recommenda- <br />tions as required herein shall not in any way affect the validity of the <br />action taken by the Council under the provisions of paragraph E of the <br />Zoning Ordinance of the Village. <br />
