Hills for the use of subject trunk and interceptor sewers shall be based upon a reasonable charge comparable as stated to that paid by Roseville sewer users for comparable sewer use, and shall be established at this time to be 60% of the rate charged to Roseville sewer users for the use of all Roseville sewers including interceptor, trunk and lateral sewers; such charge to Roseville Sewer users being that determined under Village of Rose- ville Council Ordinance No. 259 adopted November 12, 1958, and as such Ordinance may be hereafter amended. In respect to Arden Hills property which shall be connected to the Arden Hills sewer system for the disposal of industrial sewage waste, the Village of Roseville may impDse a supplemental annual charge as determined by the R6$evil1e Village Council to be reasonable and warranted. In the event the total of all charges otherwise payable to the Village of Roseville for the conveyance of Arden Hills sewage, for any quarterly period as established, is less than the amount calculated by applying the volumetric rate of $0.025 per 100 cubic feet to the sewage volume measured weekly at the designated measuring points, for each quarterly period, the Village of Rosevil1e may impose a volumetric charge to all property connected to the Arden Hills Village sanitar,y sewer system as described in Section I hereof. Said volumetric charge shall take the form of a percental increase to the aforesaid total charge, which increase shall be determined by the Village of Roseville in addition to other charges and shall be adequate, together with such other charges, to provide sufficient monies for the operation and maintenance of the portions of the trunk and interceptor sewer portion of the Roseville sanitary sewer system used for the conveyance of such Arden Hills sewage. That in addition in the event the portion of the Roseville interceptor sewer system which shall convey Arden Hills sewerage shall require extensive or unusual maintenance or repairs over and above those which may be met by the aforedescribed annual maintenance and operation charges or where the enlarged Fernwood-Dellwood-Josephine-Hamline trunk sewer shall require extensive or unusual maintenance or repair over and above charges normally to be met by the aforedescribed annual maintenance and operation charges, that the Village of Arden Hills shall share in such repair costs to the extent and proportion comparable with the volume of either of subject sewers being utilized by that area of the Village of Arden Hills being served by connection approved herein. In respect to the charges provided for in paragraph (b) hereof, the Village of Roseville reserves the right exercisable not oftener than once in each calendar year, through its Council, to institute and conduct either upon its own initiative or upon petition of said Village of Arden Hills, such investigations as said Village Council of Roseville shall deem necessary and expedient in the premises and thereupon determine the reasonableness of the afor_said cnarges or that of any of the same, and revise or change such charges or any of same as shall be required so that the same shall conform to those that said Village Council of Roseville shall determine and prescribe
