as reasonable and applicable, provided, however, that before determining and making any change in charges except as provided for in said paragraph (b), the Village of Arden Hills shall be given an opportunity to have its Councilor representative of its Council appear before the Village Council of Rosevi1le, or meet with the Village Council of Rosevil1e and present any pertinent evidence, statements or facts as to what the Village of Arden Hills deems to be the reasonable charges. SECTION IV. That said Village of Arden Hills as a part of its obligations ,hereunder, shall at its own cost and expense provide proper and suitable sewage metering equipment to accurately and constantly measure all sewage being discharged from the aforedescribed portion of Arden Hills into the Roseville Sanitar,y Sewer System, the only exception thereto being those houses located on the north side of County Road "D" between Ham1ine and Snelling Avenues which may discharge directly into a Roseville sewer. To accomplish such measurement of sewage, since all sewage, with the afore- stated exceptions on County Road "D", must be pumped through a force main to the established connection point, said Village of Arden Hills shall at its own cost and expense install in ~ lift stations lifting sewage into the Village of Roseville sanitary sewer system suitable sewage meters equipped with efficient remote registering and recording mechanisms for the constant and accurate measuring, registering, and recording of the volume of the sewage as the same shall be discharged from said Village of Arden Hills sewage lift stations into the Village of Rosevi1le public sanitary sewer system, and in accordance with the plans and specifications therefore to be approved by the Village of Roseville. That the volume of sewage to be discharged into the Village of Roseville. shall be constantly and aCct~ately measured and recorded by subject sewer meter of the approved type within said lift stations, the weekly readings of such registered and recorded sewage volume discharge shall be made by the Village of Roseville for the accurate determination of such sewage volume discharge for each quarterly billing period. That the village of Roseville shall have access to aforesaid sewage meters within said lift stations, and that such sewage meters shall be maintained in good working condition such that sewage volumes may be measured accurately. Where sewage volume so measured shall include sewage from connections within the Village of Roseville, the volume of sewage attributed to such Roseville connections shall be ftstimated on a residential connection basis. The daily volume for each such connection being calculated to be the same as for other such Roseville residential connections, and such total volume shall be deducted from the measured volumes of sewage to determine the net amount of sewage for calculation of possible additional volumetric charges as established in aforesaid City of St. Paul Council Ordinance No. 10725, and as established in this Ordinance. SECTION V That said Village of Arden Hills shall be obligated to construct a lift station proposed to be located on Ridgewood Road south of its intersection
