Failure of the Village Council to act <br />on the recommendations shall result in the employee automatically <br />becoming a regular employee. <br />251. Promotions, Penalties, and Separations. <br />251.010. Promotions. <br />(1) It is the policy of the Village to fill vacancies in <br />municipal service by promotion of regular village employees <br />when possible. In case of equal qualifications, consideration <br />will be given to the length of service. <br />(2) All promotions shall be subject to a probationary <br />period of six months. <br />(3) If an employee who has been promoted is found to be <br />unsuitable for the position to which he has been promoted, he <br />shall be reinstated in his former position or in some other <br />equal position. <br />251.020. Discharge, Demotions, and Suspension by Village <br />Council. The Village Council may dismiss, demote, or suspend <br />any employee. At the request of the employee, the reason for <br />any dismissal, demotion, or suspension shall be given the <br />employee in writing. <br />251.030. Suspension Originating with Village Clerk. <br />(1) The Village Clerk may suspend any employee pending a <br />hearing before the Village Council if in the Clerk's judgment <br />the employee's continuance on the job would be prejudicial to <br />
