<br />(2) Be a citizen of the United States, or have made <br />application for first papers. <br /> <br />(3) Be of the age of twenty-one years, or over, in the <br />case of an individual, and in the case of any co-partnership <br />or corporation, must be authorized to operate taxicabs and <br />carryon business in accordance with the laws of the State. <br /> <br />114.040. Licenses. <br /> <br />(1) Hearing. No license shall be issued or renewed <br />unless the Council, after a hearing, declares that public <br />convenience or necessity requires the proposed public <br />vehicle service. <br /> <br />(2) Form. The license shall authorize one owner to <br />operate one public vehicle, and shall contain such information <br />as the Manager shall require. <br /> <br />(3) Transfer. Any license may be transferred from one <br />vehicle to another without paying an additional fee. A <br />transfership as to ownership shall be conducted as an initial <br />application, except for payment of the fee. <br /> <br />(4) Revocation. Public vehicle licenses may be revoked <br />by the Council for any violation of this Chapter, or any <br />other just cause, after a hearing. The Chief of Police may <br />immediately suspend such license, pending a hearing for <br />revocation, by presenting charges against the license holder, <br />to be heard within 15 days thereafter by the Council. <br /> <br />114.050. Vehicles <br />be licensed until it has <br />with the following: <br /> <br />Requirements. No public vehicle shall <br />been examined and found to comply <br /> <br />(1) To be in a thoroughly safe condition for the <br />transportation of passengers. <br /> <br />(2) To be clean and of good appearance. <br /> <br />(3) Have a device inside of each door by means of <br />which the door may be easily opened from the inside. <br />
