(2) All future development occurring within or in a portion of an area designated as a NECA District shall be subject to a review and approval of a General Development Plan and subject to a conditional use permit under standards as outlined in Section 93.170. 93.150. Water Supply. (1) Any public or private supply of water for domestic purposes must conform to Minnesota Department of Health standards for water quality and public water supplies shall be used where available and where fea sible. (2) No person, firm or corporation shall install, alter, repair or extend any private well without first obtaining a permit therefore from the Chief Code Enforcement Officer for the specific installation, alteration, repair or extension. (a) Application for permits shall be made in writing upon printed blanks or forms fur- nished by the Chief Code Enforcement Officer and shall be signed by the applicant. (b) Each application for a permit shall have thereon the correct legal description of the property on which the proposed installation, alteration, repair or extension is to take place. Each application for a permit shall be accompanied by a plan of the site of reasonable scale and accuracy showing the location of any proposed or existing buildings located on the property with re spect to the boundary lines of the property, and complete plans of the proposed water supply system with substantiating data, if necessary, attesting to the compliance with the minimum standards of this Chapter. A complete plan shall include the location, size and design of all parts of the well to be installed, altered, repaired or ex- tended. The application shall also show the present or proposed location of sewage dis- posal facilities and the name cf the person, firm or corporation who is to install the system, and shall provide such further information as may be required by the Chief Code Enforcement Officer. -8-
