<br />93.160. Waste and Sewage Disposal. <br /> <br />(1) The disposal of sewage, industrial wastes, or other <br />wastes, as defined in Minn. Stat. Chapter ll5 shall be subject to the <br />standard s, criteria, rules and regulations of the Minnesota Pollution <br />Control Agency. <br /> <br />(2) No rubbish or trash of any sort shall be thrown <br />or discarded in any manner into any public water or into any water- <br />course leading to a public water. <br /> <br />(3) No solid waste disposal site shall be located <br />within the jurisdiction of this Chapter, unles s approved by the <br />Pollution Control Agency. <br /> <br />(4) Any premises intended for human occupancy must <br />be provided with an adequate method of sewage disposal to be main- <br />tained in accordance with acceptable practices and public or muni- <br />cipal collection and treatment facilities shall be required. <br /> <br />93.170. Development Standards Within the Shorelands <br />Area of DeSignated Public Waters and NECA Districts. All development <br />proposed on properties contiguous to "public waters" and/or containing <br />a NECA area shall be subject to the approval of a development plan <br />and require a conditional use permit in accordance with the Roseville <br />Zoning Code. At the request of the council, such development plan <br />may include a complete site plan indicating proposed location of <br />structures, parking, and other improvements and may be required to <br />include a grading plan, a landscape plan and exterior elevation <br />of propo sed structure. <br /> <br />Such development shall include cutting of trees and <br />shrubbery other than isolated trimming and removal of dead vegetation <br />and excavation, filling and grading of terrain. <br /> <br />Plans for NECA areas not within the required setbacks <br />shall delineate development proposals designed to maximize the <br />retention of the natural environmental qualities of the area. <br /> <br />93.180. Guidelines Applicable to all Conditional <br />Uses. In passing upon a conditional use permit, the City Council <br />shall evaluate the following matters: <br /> <br />(a) The maintenance of safe and healthful conditions. <br />(b) The prevention and control of water pollution in- <br />cluding sedimentation. <br /> <br />-9- <br />
