<br />shall refer the application and re- <br />lated information to the Planning <br />Commission. Any other application <br />may be referred by the Council to <br />the Planning Commission, or returned <br />to the applicant. The Council may <br />of its own motion initiate the request <br />for rezoning and refer the same to the <br />Planning Commission. <br /> <br />II. <br /> <br />Section 16.020 of the City Code of the City of <br /> <br />Roseville is hereby amended to read as follows: <br /> <br />16.020 Hearing Before planning Commission. <br /> <br />The Planning Commission shall hold a <br />public hearing affording an opportu- <br />nity for all parties interested to be <br />heard and shall give not less than 10 <br />nor more than 30 days' notice of time <br />and place of such hearing, published <br />in the designated legal newspaper. <br />Such notice shall also contain the <br />description of the land and the pro- <br />posed change in zoning. At least 10 <br />days before the hearing the Planning <br />Commission shall mail an identical no- <br />tice to the owner and to each of the <br />property owners within 350 feet of the <br />outside boundaries of the land pro- <br />posed to be rezoned. Failure of the <br />Planning commission to mail notice or <br />failure of the property owners to re- <br />ceive the notice shall not invalidate <br />the proceedings. within 60 days after <br />the date of reference by the Council, <br />the Planning Commission shall make a <br />written report to the Council stating <br />its findings and recommendations, un- <br />less within said 60 days the Planning <br />Commission requests additional time <br />to make a written report to the Council. <br /> <br />- 2 - <br />
