prOVISions of Minnesota Statutes, Section 34-0.12 relating to liability insurance policies. Subd. 3. Approval of Insurance. Liability insur- ance policies shall be approved as to form by the city attorney. Operation of a licensed business without having on file with the city at all time an insurance policy as required in Subdivision 2 is a cause for revocation of the license. All insurance policies shall state that the city will be given ten days notice, in writing, of cancellation. 151.04-0. License Fees. Subd. 1. The annual license fee for "on-sale" intoxicating liquor is $7,000.00. The annual license fee for a wine license is $1,500.00. The annual license fee for a special club license is $100.00. The annual license fee for a Sunday "on-sale" is $200.00. Subd. 2. The entire fee for club and special Sunday licenses and $500.00 of the fee for "on-sale" intoxicating liquor licenses and for wine licenses shall be paid before the application is accepted and the remaining balance, if any, shall be paid before the license is issued. All fees shall be paid into the general fund of the city. Upon rejection of any application for a license, or upon the withdrawal of the application before approval of the issuance by the city council, the license fee shall be refunded to the applicant except where the rejection is for willful misstatement on the license application. Subd. 3. The fee for "on-sale" and "on-sale" wine licenses granted after the commencement of the license year shall be pro rated on a monthly basis. Subd. 4. At the time of each original application for a license, except special club licenses, the applicant shall pay in full an investigating fee. The investigating fee shall be $300.00. No investigation fee shall be refunded. 151.050. Granting of Licenses. Subd. 1. Investigation and Issuance. The city council shall investigate all facts set out in the applica- tion. Opportunity shall be given to any person to be heard for or against the granting of the license. After the investigation and hearing, the council shall, in its discre- tion, grant or refuse the application. At least ten days published notice of the hearing shall be given, setting forth the name of the applicant and the address of the premises to be licensed.
