<br />-3- <br /> <br />The following subjects were discussed: Setback, more time to study the proposal, <br />rent and cost, sell or rent, buffer, traffic problem, block design, etc. The main <br />objection seemed to be the renting instead of selling the units. <br /> <br />It was moved by Membrez and seconded by Carpenter that we recommend approval of the <br />rezoning from "R-I" to "R-7", the special use permit for planned residential develop- <br />ment, and variance to 'number of units. This would be subject to the dedication of 10 <br />more feet for roadway along County Road C. Exhibit A, sheets 1 to 6, dated December 6, <br />1967, are on file. Roll Call: unanimous. <br /> <br />Subject File 415-67 - <br />.. <br /> <br />Ban-Con, Inc. request for vacation of right-of-way in the <br />Rice Grand View and Joys Rice Street Additions. <br /> <br />Subject !~le 416-67 - Ban Con, Inc. request for approval of preliminary plat and <br />special use permit for planned residential development in the <br />Hillsborough Addition. .' <br /> <br />Subject File 417-67 - Ban-Con, Inc. request for rezoning from "R-l" to "R-6", "R-3A", <br />"8-2" and "B_3If in the Hillsborough Addition lying between Minnesota <br />Avenue, County Road B-2, Western and Rice Street. <br /> <br />The following people appeared at the hearing: <br /> <br />Maxine Workman, Dick Motor, Ray Wewers, Kenneth Sann, Bill Siefert and <br />Wally Wewers <br /> <br />Mr. Guggemos made the presentation. The apartments would be 104 single bedroom units <br />and 104 two or three bedroom units. The townhouses would be for sale and not for rent. <br />The commercial wasn't set as yet and when asked about the B-3 zone he agreed to go <br />along with B-1 zoning. TIle cost would be about $10 million and take 3 - 5 years to <br />bui I d. <br /> <br />Discussion centered on the vacaction of streets outside this area, drainage problems, <br />water and sanitary sewer, location of the townhouses, etc. <br /> <br />After discussion it was moved by Membrez and seconded by Carpenter that we recommend <br />approval of the request for vacation of right-of-way in the Rice Grandview and Joys <br />Rice Street Additions, of the preliminary plat and special use permit for planned <br />residential development in the Hillsborough Addition subject to granting the Village of <br />Roseville a perpetual easement for the park property shown on the preliminary plat, <br />and the Tequest for rezoning from "R-I" to "R-6", "R-3A", "B-1" and "B-2" in the <br />Hillsborough Addition. The change from "B-3" to "B-I" was OK'd by the developer. <br />Roll Call, unanimous. <br /> <br />Subject File 405-67 - Petition of Residents in Fairview Hills Addition regarding location <br />of proposed County Road B-2. <br /> <br />Mr. John Daubney represented the residents. <br />because the residents have very short lots. <br />be kept where it was placed before. <br /> <br />He stated that the noise would be too much <br />It would be all right if the street would <br /> <br />Mr. Ralph Martinson of the Dayton Development Corporation stated that they needed as much <br />property to the south of County Road B-2 as could be obtained because of the parking <br />problem. <br /> <br />After discussion it was moved by Membrez and seconded by Anderson that we recommend <br />approval of the location of proposed County Road B-2 with the grade and berm as shown <br />on the plat plan. Roll Call: unanimous. <br />
