<br />-4- <br /> <br />Discussion <br /> <br />Mr. Larry Carlson, 2857 Woodbridge, wanted to know if the efficiency or studio apartments <br />were considered in the original plans or if only one and two bedrooms were considered at the <br />time. <br /> <br />Mr. John Pollock, 2795 Woodbridge Avenue. Wanted to know if the efficiency or studio <br />apartments are designed the same and if all four buildings would be built at the same time. <br />Mr. Peter Selmack, 2817 Woodbridge, had a question concerning the rents of the apartments. <br />Mr. Dave Ackerman, 2809 Woodbridge. Wanted to know if there would be a limit to the number <br />of efficiency apartments. <br />Mr. Arlan Kirkoff, 2833 Woodbridge, had a question concerning the fill being hauled in to <br />the north side of the property. Wanted to know if there were any final plans as to the <br />development of the north side of the property. <br /> <br />RecolIll1endation <br /> <br />Pope Moved, Carpenter Seconded, that Norman Moshou request for a variance in an R-6 <br />zone to allow efficiency or studio apartments at 2825 Rice Street be approved. Roll Call, <br />Ayes: Carpenter, Pope, Eagles, Edlund, Membrez. Nays: None. <br /> <br />Planning File 531-69 - Mid America Bancorporation request for variance to setback at <br />~440 North ~airview Avenue. <br /> <br />Presentation <br /> <br />Those representing the applicants were as follows: Mr. Jean Parranto, realtor representing <br />the Suburban National Bank, Mr. Chuck Walhberg, architect i Mr. Bob Burrow, architect, <br />Mr. David Sherran, officer with the Suburban National Bank. <br /> <br />Mr. Jean Parranto explained to the Planning Commission some of the details of the proposed <br />bank. He indicated that it would be located on the northeast corner of County Road B-2 and <br />Fairview Avenue. The variances requested are for a 100 foot setback in a shopping center <br />zone and a 40 foot setback of green area in a shopping center zone if adjacent to a re- <br />sidential area. Mr. Wahlberg explained the features of the bank as far as traffic movement <br />and building design. Traffic would enter the bank off of County Road B-2 and the exits <br />would be either from Fairview Avenue or B-2. Those using the drive-in tellers would exit <br />on to Fairview Avenue at the northern edge of the property. Mr. David Sherran felt that the <br />bank would be an asset to the Village of Roseville and would be a most desirable type of <br />facility for the residents to the north. <br /> <br />Discussion <br /> <br />An explanation was given concerning the variances requested by the applicant and the setbacks <br />that are required under a shopping center zone. The variances to the zoning ordinances re- <br />quested are as follows: Front yard (west side) 30 feet, north side 10 feet, south side 25 <br />feet. <br /> <br />Mr. William Gale, l812 W. Bruce, asked what had happened to the 100 foot setback required <br />under the shopping center zone and that it looked like to him that it had been reduced to <br />about 20 feet. He also felt that the green area which is suppose to be 40 feet under a <br />shopping center zone should be maintained by the bank. <br />Mr. Richard Lappi, l763 Bruce, \'lanted to know if the Planning Commission recommended this <br />particular development that it would encourage more of this development on B-2. He also <br />felt that a screen was needed to shield the automobile headlights coming into the bank. <br />Mr. Wahlberg indicated that the bank intended to erect a cedar post retaining wall on the <br />north side of the property. <br />Mr. Eagles of the Planning Commission requested to know if the bank could be moved further <br />to the south to grant more of the required 40 feet green area. <br />
