He stated some concern as to whether or not this operation would turn into an outdoor <br />drive-in type of facility such as the Bridgeman Store presently on Lake Street and <br />approximately 45th Street. <br />Mr. John Boss stated that this operation did not conceive of having an outdoor drive-in <br />service and it was prohibitive in doing so because of the ratio of parking to land that <br />was presently there. <br />Mr. Dick Henry, 1137 Ruggles, stated that he was also against the Bridgeman Store namely <br />for the reasons presented previously: traffic, noise, and a general cleanup of the area. <br />Mr. Robert Margo, 1123 Ruggles, wanted to know the type of fencing that would be proposed <br />on the west and north side of this proposed property. <br />Mr. Roy Holm, 1124 Ruggles, stated that he was opposed to deliveries being made on the <br />west side of the property since his property backs up to this point and he could forsee a <br />real problem with flies and a general cleanup of this area. <br />Mr. Kenneth Espersen, 1799 Lindy, indicated that he was not opposed to the Bridgeman Ice <br />Cream Restaurant as such, but that he felt traffic on Garden would be too excessive and <br />that traffic would leave the Bridgeman Store and go west on Garden to Fernwood rather than <br />going east on Garden to Lexington. <br />Mr. Henry Pothen, 1125 Garden, stated that he also concurred with the traffic problems that <br />would be generated by this store and was, therefore, against this improvement. <br />Mr. Herb Green, Graden Street, had a question as to the size of the lot and the number of <br />parking spaces that could be accommodated. It was pointed out that there were 44 parking <br />spaces provided and that the size of the lot would have 200 foot frontage on Lexington and <br />anywhere from 145 to 170 feet on the other sides. <br /> <br />RE C(}.tMEN DATION <br /> <br />CARPENTER MOVED, DEMOS SECONDED, THAT l'lE RECOMMEND THAT TIlE REQUEST OF JOHN E. NAYS: NONE ABS1ENTIONS: MEMBREZ. <br /> <br />PLANNING FILE 543-69 - HESS KLINE (SI'lAHN LIQUIDATING TRUST) REQUEST FOR REZONING FROM 1-1 <br />TO 1-2 AND B-3 AT 2200 WEST COUNTY ROAD c-2 <br /> <br />Presentation <br /> <br />Mr. Jean Parranto indicated that he was representing the Swahn Liquidating Trust and also <br />Mr. Hess Kline., of Royal Oldsmobile Company. ~1r. Parranto presented a number of charts and <br />diagrams locating the area in question. He indicated there were approximately 35 acres in <br />the total site, and that he was proposing to develop an auto sales dealership in the B-3 <br />zone and a truck sales and service center in the 1-2 zone. Also present with Mr. Parranto <br />were a Mr. Dockmore, President of Royal Oldsmobile, Mr. Hess Kline and Mr. Dan Gustafson, a <br />planner working on this particular project. Mr. Parranto stated that he hoped to develop <br />two or possibly three automobile dealerships in the area proposed to be zoned B-3. He <br />stated there were approximately 14 acres to be zoned B-3 and that the Oldsmobile dealership <br />proposed would take approximately 6 acres for its development. He stated that the special <br />use permit involved in this request is necessary for the aut~mobile sales in a B-3 zone and <br />eventually for the sale and service of trucks in an I~2 zone. <br /> <br />Discussion <br /> <br />There was a question as to whether or not a combined used car lot could be arranged for <br />all of the auto dealerships in the area rather than each particular one having its own used <br />car lot. Mr. Hess Kline commented on this question and stated that he did not feel this was <br />a feasible and practical way to approach the use car sales. He further stated that he was <br />not aware of this being done anywhere in the area and stated that a new dealer must handle <br />used cars in some fashion, either as a direct sales item on the new purchase of automobiles <br />or through wholesaling them. There was a question as to the access to this particular site <br />from the freeway. It was pointed out that Long Lake Road would have to be extended from the <br />points where it is now to County Road C-2, and that access to this site would actually be <br />
