<br />-3- <br /> <br />would provide an effective buffer between the residential property to the south and the <br />commercial property. <br /> <br />Discussion <br />r <br /> <br />The Commission members raised a number of questions as to what would become of the existing <br />building and it was stated that the operation would cease and that it would be moving to <br />Forest Lake, Minnesota. How many shops would be constructed in the entire complex? <br />It was stated that they have firm committmcnts from three tenants at the present time and <br />approximately nine tenants could be accommodated in the entire project. A question on <br />the exterior treatment of the rear of the shopping center complex. It was stated that the <br />rear side of the building would be finished with a brick face or applied panels of stucco. <br />A question was asked as to why it was necessary to rezone to B-3 instead of B-2. The <br />applicant stated that the reason for B-3 was simply to be consistent with existing zoning <br />that is on this property. However, he did indicate that it would be possible to construct <br />all they desire in the shopping center under a B-2 zone. There was a question as to where <br />deliveries would be made to the property and it was stated that deliveries would be made to <br />the rear of the property in an open area. There was a question as to the use of retaining <br />walls at the rear of the property, and it was stated there would have to be a number of <br />these constructed approximately 3 or 4 feet in height. There was a question as to the <br />driveway leading onto County Road B and as to whether or not there would be one driveway <br />or two. The applicant stated that at this time there would only be one driveway leading to <br />the apartment building. <br /> <br />Mrs. Catherine Taylor, 527 Ryan Avenue, asked a question as to what would be the distance <br />from the south end of the apartment project to the rear of their property line. The <br />applicant stated that it would be 30 feet. <br /> <br />Mr. George Loss, 687 West Eldridge Avenue, asked a question on th& tax base of the present <br />buildings and also what would be the proposed amount of tax base on the new development. <br />Mr. Huber stated that he is paying approximate ly $8800 in taxes and assessments on the <br />existing property, but did not have an estimate on what would be the taxes under the pro- <br />posed development. <br /> <br />Mr. Ernest Torok, 721 West Eldridge Avenue, had a question as to how far equipment could <br />become accessible to the apartment building. <br /> <br />~1r. George Loss indicated that he was in favor of the proposal as presented. <br />Mrs. Catherine Taylor had a question as to the trucks delivering goods to the tenants <br />and also a question as to the plantings and screening that would be accomplished. There <br />was also a question on the valuation of the project and the timetable that had been de- <br />signated. It was stated that the entire project including the commercial development and <br />the apartment project would be in the neighborhood of $2,500,000 and that the timetable <br />was dependent upon the financing that could be available. However, the applicant stated <br />that he hoped to be under construction in 1970. <br /> <br />Mr. Forest Bisboy, 2140 North Avon, wanted to know just what privacy he would have since <br />he was so close to the apartment project. He felt the apartments would be 2-1/2 stories <br />above his house. He requested that a fence, either of chain link or redwood be con- <br />structed on the west corner in order to protect his residential property from the apart- <br />ment development. <br /> <br />Mr. Torok asked a question regarding the children walking to school and to catch the buses <br />on County Road B. <br /> <br />Mr. George Loss indicated that felt this project would benefit the residential property <br />and would be an asset to the area. <br />
