<br />-5- <br /> <br />Discussion <br /> <br />Mr. Dahlgren stated that the Village is requesting that the dedication of right-of-way <br />for Prior Avenue, Cleveland Avenue and a future street on the north side of the project <br />be made. Mr. Loftsgaarden stated that he would not be wi lling to dedicate Prior Avenue <br />at this time, but would be willin~ to discuss this at a future date when they develop the <br />back four acres of their property. He stated that if he dedicated his portion now and the <br />Village had to condemn for the remaining part of Prior Avenue this would not be fair. <br />Mr. Loftsgaarden was questioned as to whether he would be in agreement to rezoning only <br />the westerly six acres of property which is to be developed at this time. He stated <br />that he was. Mr. Loftsgaarden was informed that the Village would be requesting that the <br />dedication of the aforementioned streets abutting the six acres would be required prior to <br />approval of any rezoning. <br /> <br />There were no questions from the audience pertaining to this proposal. <br /> <br />Recommendation <br /> <br />Eagles Moved, Demos Seconded, that we recommend approval of .Jell and Associates request <br />for rezoning from 1-1 to B-3 for the westerly six acres of the property. Nays: None. <br /> <br />Kellett Moved, Eagles Seconded, that they recommend approval of the issuance of a special <br />use permit for Jell and Associates at 2540 North Cleveland Avenue subject to the dedication <br />of 16-1/2 feet of right-of-way for Cleveland Avenue and 33 feet of right-of-way for a pro- <br />posed street on the north side of subject rezoned property. Willmus Properties request for rezoning from 1-1 to B-3 at <br />2480 North Cleveland Avenue <br /> <br />Presentation <br />v- r <br /> <br />Mr. Reilly, attorney for Mr. Willmus, presented the proposal which was for a Nino's <br />Steak House. The property is approximately 292 feet along County Road B-2 and approxi- <br />mately 295 feet along Cleveland Avenue. He stated that there was a definite need in this <br />area for this type of restaurant fad Ii ty. He mentioned that Mr. Wi llmus had received <br />numerous requests from surrounding businesses which have developed along County Road B <br />requesting that a restaurant be constructed to serve their needs as well as the entire <br />Village of Roseville. He mentioned that some time in the future many of the warehousing <br />facilities constructed by Mr. Willmus would be phased out into office space. This would <br />then necessitate an even greater need for a restaurant facility nearby. <br /> <br />Mr. Reilly pointed out that a Nino's Steak House is not a franchise operation. They have <br />16 such restaurants in various locations in Wisconsin, Minnesota and Iowa. He passed out <br />a typical menu and a brochure which outlined the type of building construction planned. The <br />building will have 9,000 square feet and have a western motiff. Seating capacity for meals <br />will be approximately 240 - 250. The total estimated cost of the package is $500,000. The <br />parking requirements exceed that required by ordinance. Mr. Willmus is ready to start <br />immediately with financing to be done internally. <br /> <br />Discussion <br /> <br />Mr. Jim Berry, 1059 County Road C. Asked whether this proposal was independent of the liquor <br />license. Mr. Reilly pointed out that the applicant also has an application pending before <br />the Council for a liquor license. <br />
