<br />.4. <br /> <br />Mr. Kenneth Christianson, 2666 Farrington, presented a letter from the neighbors on <br />Lindy. He spoke on behalf of his mother who also lives on Lindy, He mentioned that he <br />thought the building would be an asset to the area, but that the traffic problems would <br />be worse than what they are nOW. <br /> <br />Mr. Kugler, 1124 Lindy, was opposed to the plans as presented. He wanted further traffic <br />surveys before he would make up his mind as to whether he would be in favor of said project. <br />Also, he stated he did not like the architecture. He also requested the Village require. <br />ment of a 40 foot buffer strip. Mr. Dahlgren pointed out that the 10 foot buffer area <br />applies to business property adjacent to residential property. <br /> <br />Mr. Adams, Continental Oil Company, presented their landscaping plan. He said they were <br />agreeable to work along with the Village in providing a landscaping plan that would be an <br />asset to the area. He stated that this would be their most expensive car wash and didn't <br />feel that the traffic on Lexington Avenue causing a backup into the car wash would be a <br />problem. Mr. Hudson of Continental Oil indicated that the plans include islands adjacent <br />to Lexington Avenue which would handle the gasoline customers after the car wash is closed. <br /> <br />Mr. Membrez asked about the opening to the south which ''IIould permi t entrance from the car <br />wash to the shopping center area. <br /> <br />Mr. Hudson indicated they had shown this opening on the plan, but they do not have the <br />approval of the shopping center. He felt this opening would be an asset as it would help <br />keep some of the traffic off Lexington Avenue. <br /> <br />Mr. Eagles asked if the car wash could be moved further to the west. Mr. Hudson indicated <br />that they felt they could move it approximately 10 feet further west, which would give them <br />a 40 foot setback off of the proposed Lexington Avenue right-of-way. <br /> <br />The question as to the l6.l/2 feet of additional right.of-way for Lexington Avenue was <br />posed. <br /> <br />There was no further discussion and the public hearing was closed. <br /> <br />Mr. Dahlgren presented the following views on the proposal: <br /> <br />1. The Commission should decide whether this is the best use of the land for the Village <br />of Roseville. <br />2. Will there be traffic problems? <br />3. This tyPe of operation would draw on not only the traffic in the area, but would <br />attract other traffic from the surrounding areas. <br />4. This tyPe of business is a low intensity use with high traffic intensity. <br />5. He felt a car wash was a better use in the periphery area of the shopping center and <br />not in the core traffic area of the shopping center as in this location. <br />6. The plans from the County regarding Lexington Avenue and the median island in this <br />area should be reviewed. <br /> <br />Recommendation <br />J <br /> <br />Kellett Moved, Edlund Seconded, that the request by the Continental Oil Company for special <br />use permit for a commercial car wash at 1721 North Lexington Avenue be laid over to the <br />July meeting, and that the Village Traffic Committee made a report and recommendation at <br />that meeting. Roll Call, Ayes: Johnson, Kellett, Demos, Pope, Edlund, Eagles, Membrez. <br />Nays: None. <br />
