Howard request for variance to setback at 2550 North Fisk <br />Presentation <br /> <br />Mr. Howard indicated that after a re-survey of his property it was discovered that his house <br />29.5 feet back from the street right-of-way rather than the 30 feet required by ordinance. <br />He requested the variance to clear the record. <br /> <br />Recommendation <br /> <br />Mr. Edlund Moved and Mr. Pope Seconded, that the Commission recommend approval of the reques1 <br />for variance to setback at 2550 North Fisk. Nays: None. <br /> <br />Planning File 600-70 - Garden City Construction Company request for rezoning from R~l to <br />R-3A and Special Use Permit at 172l Marion <br /> <br />Presentation <br /> <br />Mr. Les Swanson of 8053 Bloomington Avenue, representing Garden City Construction, and <br />Mr. Nordbye representing Northwest Design Inc., appeared on behalf of Garden City Constructic <br />Company. Mr. Nordbye stated the apartment building would contain 30 units (24 l-bedroom and <br />6 2-bedroom) and that 60 parking spaces would be provided, 30 of which would be enclosed <br />above ground garage s , He indicated that as many trees as possib Ie would be saved. <br /> <br />Discussion <br /> <br />Mr. Andrew Pitzel, 296 Dionne Avenue, stated that there were enough apartment buildings in <br />the neighborhood already and that another one was completely unnecessary. Mrs. Hemison <br />lives next to the proposed development and was concerned about the height of the apartment <br />and the effect it would have on her familyes privacy. ~fr. Harold Skiener, 1732 Galtier, <br />indicated he felt there would be a drainage problem on the northwest corner of the property. <br />Mr. Duane Halkibau, 1721 Galtier, indicated that 22% of all apartment units in Roseville <br />are currently in the neighborhood of the proposed development. He felt that a better mix <br />of land uses would be appropriate. <br /> <br />t-fr. t-fembrez noted that the property is designated for multiple fami ly dwe llings 'in the <br />Comprehensive Plan. Mr. Edlund indicated he felt it was a good plan. Mr. Pope stated that <br />it appeared like the development would be better than average and an appropriate use of <br />the property. Mr. Pope also noted the lack of landscaping shown on the plan. <br /> <br />Mr. Membrez felt that a screen or fence of some nature should be constructed on the south <br />side to provide the neighbors a higher degree of privacy. <br />
