If the apartments were constructed, stom sewers would be required <br />and Troseth Road would have to be improved, which would mean additional <br />expenditure by the Village. In addition, the value of the homes in the neighbor- <br />hood would be lowered because of the increased traffic flow causing potential buyers <br />to shy away from purchasing in the area. <br /> <br />3. The neighborhood is almost conpletely surromded by apartment developments. <br /> <br />Mr. Highlander pointed out the follO\'Iing alternatives to the construction of apartments on <br />the property. <br /> <br />1. The Village of Roseville could purchase the site for park land. <br />2. The site could be developed for townhouses or double bungelCMs. <br />3e The most desirable alternative would be for the property to remain R-l and <br />for single family dwellings to be constructed. <br /> <br />Mr. Goldberg, Village Engineer, indicated that the area is scheduled for consideration <br />for storm sewer construction in 1972. <br /> <br />Mr. Highlander presented several photos of the area and a map depicting the industrial, <br />comnercial, and multi-family land use in the neighborhoode He concluded by asking the <br />Commission members to place themselves in the residents position and to honestly evaluate <br />if the IOOmbers would want additional apartments in the neighborhoode <br /> <br />Mr. Sagstetter stated that the Village Cotrprehensive Plan projects this property for use as <br />multiple family. He also indicated that he would be agreeable to banning parking on Troseth <br />Road since there seems to be concern on the part of the residents that excess vehicles would <br />be parking an Troseth Road. <br /> <br />Mr. Kellett asked if Arlington Properties would be willing to grant an easement on the north <br />boundary of the property for storm sewer. <br /> <br />Mr. Sagstetter responded in the affinnative and indicated that it was his impression that <br />an easelOOnt already existed. <br /> <br />Mr. Jolmson stated that a transitional land use should be arot.D1d the single family resi- <br />dential area. He felt that to put another apartTrent developnent right next to the <br />residents would be mfair. 111erefore, he was opposed to the apartment development. <br /> <br />Recommendation <br /> <br />Mr. Jolmson Moved and Mr. Kellett Seconded, that the Corrmission recommend denial of the <br />request for rezoning from R-l to R-3 and special use permit at 2995 Troseth Road by <br />Arlington Properties. Roll Call, Ayes: Demos, Jolmson, Pope, Kellett and Mernbrez. Nays: <br />Eagles and Edlund. <br /> <br />Planning File 623-71 - Dayton Development Company request for amended special use pemit <br />on planned developnent of Rosedale Center and variance to setback <br />and parking for Dayton Garden Center (Bachman's) at Rosedale. <br /> <br />Presentation <br /> <br />Mr. Jim Emerscn. representing Day too. Deve1oplOOnt Co Iporat ion . presented a master plan of <br />the future developlOOnt of Rosedale Center. Mr. Emersoo pointed out that the plan was <br />tentative and that the exact placement and number ot periphery establishIOOnts was mknown <br />at the present tiTre. <br />
