<br />.4. <br /> <br />Discussion <br /> <br />Mr. Membrez indicated that he could see no problem with this proposal and that it <br />appeared to be a good plat. <br /> <br />Recommendation <br /> <br />Mr. Eagles moved and Mr. Kellett seconded, that the Commission recommend approval of <br />James Michels, Vernon DeZiel and David Zinie1 preliminary plat of DeZiel and 2iniel <br />Addition at 559 South (Masso Blvd. Roll Call, Ayes: Eagles, Demos, Kellett and <br />r.embrez . Nays: None. <br /> <br />Planning File 649.71 - James Leidich request for special use pennit and variance to <br />setback at 1173 '~st County Road B <br /> <br />Presentation <br /> <br />Mr. Bob Benson, Vice President, Social Dynamics Corporation, presented four important <br />aspects of his fiDm's application. <br /> <br />1. The need for child care services. There are, according to the 1970 census, <br />3,000 children'wder the age of 5 years residing in Roseville, thereby creating <br />a definite need for the services provided by the Learning Tree Day Care Center. <br />Mr. Benson stated that in 1950 approximately 22% of mothers were in the labor <br />force; whereas, in 1970 that figure had increased to 42%. <br /> <br />2. Appropriateness of Location. The location was chosen because it is a central- <br />ized convenient location on an arterial thoroughfare. <br /> <br />3. Consistancy of the plan with the character of the neighborhood. TIle proposed <br />structure and site development will be as consistent with the neighborhood as <br />possible. The building will be constructed by Ban-Con Corporation and all <br />attempts will be made to make it pleasing to the eye. The company hopes to <br />design the site for the good of the neighbors and the children. A red wood <br />fence will be used to enclose the entire play area. Mr. Benson indicated that <br />the operating characteristics of the school would include daytime activities <br />only, strict supervision by staff members and the fact that the children will <br />be arriving and leaving at various times of the day, therefore, causing little <br />traffic problem. <br /> <br />4. Resources of the fiDm. The finn, Social Dynamics, is currently operating two <br />Learning Tree Centers, one in Bloomington and one in Robbinsda1e. We have <br />experienced a fine reception by the parents and are currently operating at full <br />capacity in both locations. We have gotten along quite well with the neighbors <br />in both locations. We have a good management team consisting of people of <br />varied backgrounds, including business, education, and public life. We are also <br />operating from a sound financial basis. <br /> <br />Discussial <br /> <br />Mr. Kellett inquired as to what the ultimate capacity will be for the day care center. <br />Mr. Benson responded that the state would probably pennit them to have between 1l0.ll5 <br />children. Mr. Kellett asked how many adults would be involved at full capacity. <br />Mr. Benson replied that state law requires one adult for every 10 children. <br />
