Nays: None. <br /> <br />Planning File 680 - Louis Schiavino preliminary plat "Schiavino Shores <br />Addition, 543 South Owasso Boulevard <br /> <br />Presentation <br /> <br />Mr. Schiavino was not present at the meeting. <br /> <br />Recommendation <br /> <br />Mrs. Demos Moved and Mr. Membrez Seconded, that Louis Schiavino pre- <br />liminary plat "Schiavino Shores Addition", 543 South Owasso Boulevard, <br />be laid over until the next regular Commission meeting. Nays: <br />None. <br /> <br />Planning File 681 - Michels Construction Company request for rezoning from <br />R-l to R-3A and special use permit for planned unit <br />development at 1400 West County Road C-2 <br /> <br />Presentation <br /> <br />The applicant was represented by the Fridlund Architectural firm and they <br />indicated that the property is presently zoned R-l and consists of approxi- <br />mately 5.8 acres. The development will contain 54 apartmeht units and 28 <br />townhouse units. Access from C-2 will be only for 14 of the townhouses. <br />Access for the remaining townhouse and apartment units will be off Centennial <br />Drive. All units, including townhouse, will be rental. Michels Construction <br />Company will retain ownership and manage the development. <br /> <br />Mr. Ward Johnson, financial representative of the applicant, indicated <br />that if approved, the developer would utilize the Federal Government's <br />Housing and Urban Development "236" program. <br /> <br />Discussion <br /> <br />Mr. Les Marquart felt that a traffic problem already existed on C-2 and <br />that an additional 14 units of townhouses having access off C-2 would make <br />thatproblem even more severe. He also felt it would be more hazardous than <br />it already is for the children having to walk on C-2 to and from the school. <br /> <br />Mr. Ward Johnson indicated that under Minnesota law a "236" housing develop- <br />ment would pay half ths,propertiy' tax of, what' would' 'normally ber pa id. on the <br />same development if it were not under the Housing and Urban development <br />program. . <br />
