-..J .

Mr. Sommers indicated that he was not able to answer that question.
Mr. Gene Valley, 2909 Sheldon Avenue, asked in what way the project was going to help
Roseville.
Mr. Sommers replied that the development will provide housing for people who cannot
afford the present cost of housing that exists in the community.
Mrs. Arlene Meyer, 2918 Sheldon, asked how long the developer planned on owning the
project.
Mr. Michels indicated that he hoped to retain ownership the remainder of his life.
Mr. Wonnizak, representing a group of homeowners in the area, indicated that the
residents he represents were opposed to the development. He stated that the people
present this evening have two primary concerns: Home and Kids. He stated, the first
question before the Commission is whether the property should be rezoned. There is no
apparent need for more apartments. There appears to be, from all statistics available,
a sufficient number of apartments in the area. Mr. Wonnizak indicated that Mr. Rommney,
Secretary of the Department of Housing and Urban Development, has admitted that the
present subsidy programs of the federal governement are not working. He stated that
at present enough information was not available to the Commission to make a wise de-
cision on the application before them. He presented a report from the Metro Council
showing that "236" developers receive a 27% yield on their investment. He also stated
that the tax paid on the development is only 1/5 of what normally would be paid and not
one helf as previously indicated.
Mr. Harry Cook, 2878 Centennial, presented the Commission a petition of homeowners in-
dicating their opposition to the rezoning.
Mr. Mike Schneider, 1490 Centennial Drive, stated that census data showed there are
numerous apartment vacancies in the Village and that it was hard for him to understand
why more aprtments should be constructed and why this parcel should be rezoned.
Les Marquardt, 1468 W. County Road C-2, expressed concern that the increased traffic
caused by the project would create hazardous driving conditions on C-2, Hamline and
Centennial. He also felt that the increased traffic would cause more hazardous con-
ditions for the students walking to and from school in the area.
Mr. Marvin Trailer, indicated that he was opposed to apartments on that parcel of
property "236" or otherwise.
Mr. Wonnizak indicated that Roseville should STOP, LOOK AND LISTEN before proceding
ahead with federal government housing subsidy programs, because the federal government
admits the programs are not working.
