<br />-6- <br /> <br />Mr. Dick Houk, 1133 Roselawn, was of the opinion that the problem encountered by <br />the florist owner to the east had still not been solved and that the utmost of <br />consideration should be given to his problem since it could mean that he would be <br />forced out of business, <br /> <br />Mr. Pat Durgin, 1738 North Chatsworth inquired as to what was being done to provide <br />for the TInpact on the electrical, water and sewer systems. <br /> <br />Mr. Goldberg indicated that it was his opinion that the water and sewer systems were <br />sufficient to handle the added load created by the proposed development. <br /> <br />Mr. TTInothy Quinn, attorney representing Mr. Lebens, who owns the greenhouse to <br />the east of the project, indicated that Mr, Lebens had lived in Rosevi11e for fifty <br />years. The sun is basic to his life's work. If the developer is permitted to con- <br />struct the proposed highrise there is no doubt but which it would have a very detri- <br />mental effect on Mr. Lebens' business, He indicated that Mr. Lebens is definitely <br />opposed to the proposed deve10pnent. <br /> <br />Mr. Marvin Sellar, 1784 Millwood, indicated that the TInpact of highrises is great <br />and effects people throughout the conummity. It was his opinion that the effect <br />was very detrimental to the community at large. <br /> <br />Mr. Arnie Schriebner, attorney representing several citizens in the area of the <br />proposea development, presented a petition to the Commission which he indicated <br />contained 400 signatures of citizens of Roseville who opposed the development. <br /> <br />Mrs. Demos indicated that the rents which were previously given did not appear to be <br />in the low or moderate incame range. <br /> <br />Mr. Pope stated that from an architectural and design viewpoint, the proposed <br />development was an outstanding concept. He indicated that although the federal hous- <br />ing "236" program has its faults, that it was his feeling that it currently would be <br />the best program available. <br /> <br />Mrs. Demos indicated that a Tax Study Commission which had been sppointed by Governor <br />LeVander has reconmended that tax subsidies not be provided in the property tax and <br />that this "236" program is a tax subsidy of fifty per cent of the property tax. She <br />stated that she cannot condone such tax action and, therefore, would have to oppose <br />the project. <br /> <br />Mr. Eagles indicated that he had voted for the previous "236" housing proposal and it <br />was his feeling that Rosevil1e does have a responsibility to provide this type of <br />housing in the Village: however, he had grave reservations regarding the numerous <br />variances which were being requested by the developer for this particular proposal. <br />He was particularly concerned by the large parking variance which would be involved <br />for the highrise building and also about the height of the building. He indicated <br />that because of the numerous variances involved he would have to oppose the develop- <br />ment. <br /> <br />Recommendation <br /> <br />Mr. G. Johnson moved and Mr. Kellett seconded, that the Commission reconmend app- <br />roval of Wallace Mailand and Bob Johnson's request for special use permits and <br />variances at 1045 Larpenteur Avenue, Roll Call, Ayes: Kellett, G. Johnson and Pope. <br />Nays: V. Johnson, Membrez, Demos and Eagles. <br />
