<br />-2- <br /> <br />4. That the following residency requirement shall apply: <br />a. A minimum of one individual residing in each apartment unit shall be <br />eligible for social security retirement benefits and/or have a <br />physical impairment which: <br />(1) is expected to be of long-continued and indefinite duration; <br />(2) substantially impede his ability to live independently; or <br />(3) is of such a nature that his ability to live independently could <br />be improved by more suitable housing conditions. <br /> <br />Mr. Ray Kirkman, representing Knutson Development Company, indicated that since <br />the last Planning Connnission meeting the applicant has redesigned the proposed <br />development and requested the Village Council to re-refer the application to the <br />Planning Cammission. The Council did refer the application back to the Planning <br />Connnission for their study and reconnnendation. The primary changes included in <br />the revised design concept include the deletion of the townhouses previously pro- <br />posed and an increase in parking spaces provided for the elderly dwelling units in <br />the 8 story highrise to 100 spaces. <br /> <br />Mr. Kirkman stressed that the application is conceived and designed for the elderly <br />and that the Knutson Company would have no obj ections to the conditions which <br />were outlined by Mr. Pope. <br /> <br />Mr. Kirkman stated tht the Knutson application included the following requests: <br /> <br />Maximum Permitted is .5 <br />sq. ft. Required lot size for the <br />proposed 150 units = <br />285,800 sq. ft. <br />1. Structure shall not <br />exceed 3 stories <br />2. Structure shall not <br />have more than 24 units <br /> <br />Request <br />Variance to Parking requirement <br /> <br />Proposed <br />100 open spaces <br /> <br />Variance to minimum floor area <br />of one bedroom unit <br />Variance to floor area ration <br />Variance to lot area per unit <br /> <br />527 to 570 sq. ft. <br /> <br />.59 <br />Lot size 198,716 <br /> <br />Special Use Permit <br /> <br />1. Structure 8 <br />stories in height <br />Structure having <br />145 units <br /> <br />2. <br /> <br />Code Requirement <br /> <br />ISO open spaces <br />ISO enclosed spaces <br />700 sq. ft. <br /> <br />Mr. Kirkman commented that they wanted to provide the lowest rent possible and that <br />the anticipated rent for the proposed building would be in the area of $130 for most <br />of the residents. <br /> <br />He acknowledged that the "236" Housing Program is under attack from various sources <br />including some critical remarks which have been made by Department of Housing and <br />Urban Developnent Secretary Rommney. However, Mr. Kirkman indicated that to date <br />no better program has been devised. <br /> <br />Mr. Cox, engineer representing the Knutson Development Company presented comput- <br />ations and drawings which displayed the effect of the 8 story building on the <br />Lebens NUrsery located directly to the east of the proposed development. The con- <br />clusinns of his study indicated that the shadow effect caused by the building would <br />be negligible during the month of January, approximately 2% loss of sunlight during <br />the months of March and September and approximately .15% loss of sunlight during <br />the month of June. He indicated that these months were examples of what the effect <br />of the shadow would be on the greenhouse operation of Mr. Lebens. <br />
