<br />-3.. <br /> <br />"We have concluded that the construction of noise barriers for this limited residential <br />area, taking into account the restrict '.ons of existing development, topography and <br />adjacent land uses is not feasible. The expenditure of public funds for the limited <br />amotmt of benefits received does not in our judgment appear appropriate. We believe <br />that a better alternative is available for the eventual solution; i.e., through proper <br />planning and corresponding zoning and issuing of building permits. Roseville can en- <br />courage and even hasten the conversion of this residential land use." <br /> <br />Discussion <br /> <br />Mr. Pope suggested that a meeting with the residents on the north side of Highways <br />36-280-35W, the Highway Department and the Planning Commission for the purpose of <br />discussing the noise problem in that area be held. <br /> <br />Recommendation <br /> <br />Mrs. Demos moved and Mr. Kellett seconded, that the study of noise level at the <br />intersection of Highways 36-280-35W (north side) be laid over until the regular August <br />1973 Commission meeting and that the Commission hold a work session with the residents <br />in the neighborhood on July 25, 1973, at 7:30 P.M. to discuss the noise problem. Notices <br />shall be mailed to all residents in the neighborhood. Roll Call, Ayes: Demos, Eagles, <br />Kellett, G. Johnson, V. Johnson, Membrez and Pope. Nays: None. <br /> <br />Planning File 763 - Mary Knutson request for sign variances at 2lll North Snelling Ave. <br /> <br />Presentation <br /> <br />Mr. Dave Haines, Manager of the Color Tile Company located at 2111 North Snelling <br />indicated that they desired the sign variances to height, size and setback in order <br />to have the sign visible from Snelling Avenue. <br /> <br />Discussion <br /> <br />Mr. Pope stated that the sign would be clearly visible if no variances were granted. <br />Mrs. Demos indicated that this was not the type of retail store where the impulse <br />buyer is important and also indicated that the store was completely visible at the <br />present time even without a pylon sign. <br /> <br />Recorrmendation <br /> <br />Mr. Kellett moved and Mrs. Demos seconded, that the COTIUnission recOIIDnend denial of the <br />request for variance to sign height and setback and recOIIDnend approval of the request <br />for variance to sign size at 2lll North Snelling Avenue. Roll Call, Ayes: Demos, <br />Eagles, Kellett, G. Johnson, V. Johnson, Membrez and Pope. Nays: None. <br /> <br />Planning File 764 - Victoria Villas CondaminUffi Platting at 885-965 West Highway 36 <br />Presentation <br /> <br />Mr. Isreal Krawetz, attorney representing Victoria Villas indicated that all the nec- <br />essary documentation had been furnished with the application and that if there were <br />any questions he would be happy to answer them. <br /> <br />Discussion <br /> <br />Mr. Membrez indicated that the development in question does not meet the uniform <br />building code as pointed out by the Village Fire Marshal in a memo to the Planning <br />Corrmission. <br />
