<br />-4- <br /> <br />Mr. North stated that Mr. Mailand, one of the partners of the Victoria Villas Apartments <br />has indicated that he would be willing to sign an agreement and provide a bond to complete <br />the necessary work to bring the apartments into compliance with the code. <br /> <br />ReconBnendation <br /> <br />Mr. Membrez moved and Mr. G. Johnson seconded, that the Commission recommend approval of <br />Victoria Villas request for candominum platting at 885-965 West Highway 36 with the <br />condition that a bond be provided by the applicant to assure that the necessary work be <br />completed to bring the buildings up to fire code. Roll Call, Ayes: Demos, Eagles, <br />Kellett, G. Jolmson, V. Johnson, Membrez and Pope. Nays: None. <br /> <br />Planning File 766 - Thomas Willmus request for rezoning from I-I to B-3 at 1841 Oakcrest <br /> <br />Presentation <br /> <br />Mr. Bob Tansey, attorney representing Mr. Willmus, indicated that the proposal is to con- <br />struct a building consisting of a roller skating rink of 27,700 sq. ft. , office space of <br />8,900 sq. ft. and retail space of 8,900 sq. ft. He stated that the building would be <br />constructed with a brick facing on Fairview Avenue and Oakcrest Avenue. The proposed <br />pr6pri~tor of the rink already has a similar operation in Spring Lake Park, and is <br />constructing a building in West St. Paul and has a rink approved in Maplewood. <br /> <br />Mr. Tansey cOO1Illented that there had been some resistence to the roller rink in Spring <br />Lake Park because of the policing problem. He then presented letters to the Corrnnission <br />from the Mayor and Chief of Police in Spring Lake Park indicating that there had been, <br />to this point, no policing problems with the roller rink. He stated that the rink tends <br />to attract a yotmger age group of approximately 6 - 16 years old, although the operation <br />also caters to housewives and young adults. The owners prefer not to have a center where <br />kids are utilizing it for hangout purposes. The hours during the week are generally to <br />about 8: 00 PM and on Friday and Saturday they are open to 11: 30 P.M. The building will <br />cost approximately three quarters of a million dollars. <br /> <br />Discussion <br /> <br />Mr. Membrez indicated that he was concerned about the policing but that the letter from <br />the Mayor and Police Chief of Spring Lake Park would seem to prove otherwise. He stated <br />that the thing he liked best about the development is that it is being done by an individual <br />and not at a cost to the taxpayer for the provision of such leisure time activities. <br /> <br />Mr. Pope stated that there is the beginnings of a good industrial park in the area and <br />felt that this would not be in keeping with that type of development. He commented that <br />perhaps there would be a better commercial area for this type of proposal. <br /> <br />Mr. Wi1lmus indicated that the commercial use would be a better buffer for the people <br />living on the east side of Fairview than to construct a warehouse right up to Fairview <br />on the west side. <br /> <br />Mrs. Glenda Youngquist indicated that she was for it, and that it will provide a needed <br />family entertainment in Roseville. <br /> <br />Mr. V. Jolmson stated that he did not like granting a rezoning in the area and it <br />troubled him that the Village has no control once the rezoning is granted. <br /> <br />Mr. Membrez indicated that he would favor the rezoning provided that the setbacks <br />retained on Fairview comply with the industrial zone setback requirements. <br />
