<br />-3- <br /> <br />Mr. Crawford indicated that Venture Theatres, Inc. is owned by Fine Associates. <br /> <br />Mr. Bruce Carlson, Vice President of Fine Associates, indicated that it is the goal <br />of their firm to convert the use of the property from the present outdoor theatre to a <br />higher and more appropriate land useo He indicated that they have studied the property <br />in question as to the potential land. uses and have concluded that there is a limited <br />number of uses that would be most appropriate. It is proposed that the north portion <br />of the property be developed for a Zayre's Shopper City Retail Store. The other areas <br />of the property. have. not been designated as to the exact uses. However, some of the <br />uses which are being considered. include. a motel and restaurant, nursery lawn and garden <br />center, fabric store, import shop and Day Care Center. <br /> <br />Mr. Mel Roth, President of Zayre Shopper City, indicated that Zayre's have 250 stores <br />in the nation. The proposed. store would employ 400 people, 100 of which would be full <br />time and 300 part. time.. The Shopper. City's discount stores have been in operation in <br />the Twin Cities. for 15. years. He.made a slide presentation showing the exterior and <br />interior of one of the newer Shopper City stores. <br /> <br />Mr. Roth stated that they would be very proud to be a part of Roseville. <br /> <br />Mr. Dick Braun, Vice President of Barton Ashman Associates, retained by Venture Theatre <br />as their traffic consultant, discussed the roadway system and traffic pattern in the <br />area. <br /> <br />Mr, Benjamin Gingold, of Gingold, Pink Architectural Firm, indicated that the lighting <br />utilized for theZayre Shopper City Store would be constructed in such a manner so that <br />no light would spillover into the residential neighborhood. He indicated that the <br />developer will provide a 30 foot buffer on the eastern portion of the property between <br />the development and the single family residences. This 30 foot buffer would be in <br />addition to the present 20 feet of right-of~wayon.Pascal Avenue, creating a 50 foot <br />wide green strip. The developer intends to landscape. and. berm the buffer so that the <br />residents will be screened from the parking lot and development, <br /> <br />Discussion <br /> <br />Mr. Honchell indicated that he has held. several discussions with the Minnesota State <br />Highway Department concerning the. possible re-alignment of the service road to <br />ultimately serve Snelling Avenue at County Road Co <br /> <br />After reviewing several. concepts, the State has agreed to the re-alignment of the <br />service road as shown on the developer's plan. It is estimated that the service road <br />would be constructed. in the Spring of 1975, with the State paying for the equivalent of <br />a 24 foot, 9 ton, roadway with 4 foot gravel shoulders and a drainage system consisting <br />of ditches parallel to the roadway, <br /> <br />Mr. Honchell recommended. that the. State. proposed rural design not be used. He re- <br />commended that concrete curb and gutter should be constructed as part of the roadway <br />and further that catch basins and an underground storm sewer system should also be <br />constructed. He stated that at the curve and entrance and exit locations, the service <br />road should have sufficient lighting to provide for safe traffic flow. <br /> <br />Ramsey County is presently conducting a study of the needs for right and left hand <br />turn lanes from. County Road C totheproposed development area. If it is determined <br />that these lanes are needed, then additional widening of County Road C and the ac- <br />quisition of right-of-way on County Road C would be required. <br />
