<br />-7- <br /> <br />and County Road B, He stated that there would be eight driveup tellers and also a <br />36' x 36' building in which customers could do walkup banking, <br /> <br />Mrc Robert Blumberg, owner of the property indicated that if the rezoning were approved <br />that the property would be developed as proposed, <br /> <br />Mr, Donovan Fisher, President of the Roseville State Bank, indicated that the bank had <br />previously wanted to construct its driveup teller facility on this site, but that state law <br />had prohibited the construction of this type of facility over 1,000 feet from the main <br />bank, However, the law has now been changed to read 3,000 feet and this location is easily <br />within that distance of the main bank. He stated that the bank has not yet made a firm <br />decision but that they might close the existing driveup tellers on the bank at Har Mar when <br />the new facility opens. <br /> <br />Mro Don Peterson, 1432 West Coun~y Road B, felt it was a well laid out plan and that he would <br />have no opposition to it except for the access and egress from County Road B, He stated <br />that it would create a safety hazard in the area. He objected because of the conjestion <br />created at the peak banking hours and from the aesthetic standpoint of having to look at <br />the cars across the street waiting to do their banking, <br /> <br />Mro Will Olson~ 1440 County Road B, indicated that it is already extremely hazardous to <br />get onto County Road B from their homes and that the additional traffic created by the bank <br />with the driveways on County Road B would only increase that hazard, <br /> <br />Mro Elmer Scottj resident on Burke Avenue, also indicated his concern about increased <br />traffic on County Road B. <br /> <br />Mr. Marvin Turnipseed, 1400 County Road B. stated that the traffic is already so bad <br />that any additional traffic on B could not be tolerated, He asked the Commission to con- <br />sider the removal of access and egress to County Road B, <br /> <br />Mro Fisher indicated that the sign for the facility would comply with all city ordinances, <br /> <br />Mrsc Olson, 1440 County Road B, inquired as to why the building was even necessary, <br /> <br />Mro Fisher responded that if the driveup tellers became crowded, the walkup facility would <br />be available for use by the customer and in addition the indoor facility would permit the <br />customer to open a new account or buy travellers checks, <br /> <br />Mrc Hess, 1422 County Road B, indicated that he agreed with the residents who have voiced <br />concern about the traffic on County Road B. <br /> <br />Mrc Dan Desmond, 1416 County Road B, objected strenuously to any more congestion on <br />County Road Bo <br /> <br />Mr. Grauel stated that something was going to be built on the property and that the traffic <br />will, of coursej be increased, He stated that the proposed plan looks good on paper and <br />that he coul( favor the rezoning. <br /> <br />Mr, Reuben Johnson indicated that the applicant has not yet talked to Ramsey County <br />regarding curb cuts on County Road B for the exit and entrance onto the street, but that <br />would be done if the city approves the rezoning, <br /> <br />Mro Membrez asked what the applicant would do if the county did not permit the curb cuts, <br /> <br />Mr.. Fisher responded that it would be very difficult to have an adequate operation <br />without the access and egress onto County Road B. <br />
