<br />ML Grauel suggested that it might be appropriate for the applicant to submit a bond which
<br />would Insure that the landscaping and screening would be accomplished,

<br />Mr, Kellett stated that the requirements for the screening are in the ordinances and~
<br />therefore, he did not feel it was necessary to include the requirement as a condition,

<br />Mr G, Johnson moved and Mr, Kellett seconded, that the Commission recommend approval of
<br />Northwestern College's request for special use permit and variance to parking requirement
<br />at 3003 Snelling Avenue with the condition that should additional parking be necessary as
<br />determined by the City, that the college be required to increase the number of parking
<br />spaces, Roll Call, Ayes; Rukavina, Mastel, Cushing, G, Johnson, Kellett and Grauel,

<br />Mr, John Daubney, Attorney representing Tusler Lodge, indicated that this application had
<br />been referred back to the Planning Commission by the City Council for further consider"
<br />ation,
<br />
<br />Mro John Robinson, Master of the Tusler Lodge, introduced members of the Lodge lIving in
<br />Roseville, Mr, Jerry Ockermann, Attorney representing the Lodge, stated that the front
<br />half of the site was very low averaging approximately 6 feet below the level of County
<br />Road B-2, He stated thatit would cost over $16,000 for fill, $3,000 for compaction and over
<br />$14,000 for sewer, water, curb and street, to prepare the property for single family home
<br />construction, Therefore, the cost to the landowner for each of the three possible sIngle
<br />family lots on the property would be over $16,000 which would not include the land cost,
<br />Therefore, the property is unbuildable for single family homes,
<br />
<br />Mr, Don Nordblum, Architect representing the applicant, indicated that the facility would
<br />be two stories with 5,000 sq, ft, on each level, He indicated that the~per level would
<br />be used for Lodge activities exclusively and the lower level would be used for various
<br />activities including rental for receptions, etc, Mr, Daubney indicated that the apphcant
<br />agrees to the dedication of 10 additional feet of right-of-way for County Road B~2

<br />Mr, Ray Arth, 1469 West Iowa, Congregational Chairman of Immanuel Lutheran Church located
<br />south of the property in question indicated that the church had signed a petition favoring
<br />the applIcation,
<br />
<br />Mr, Daubney stated that Tusler Lodge has money to commence construction immediately and
<br />Mr, Robinson verified that construction would begin as soon as permits could be obtained
<br />
<br />Mr, Daubney stated that low level lighting would be used on the property, He indicated
<br />that liquor would not be permitted on the property for any event,
<br />
<br />Mr, Nordbloom stated that the lower level would accommodate approximately 80 people for
<br />rental activities,
