<br />Mr Rotier, property owner adjoining on the north, stated that the Lodge would be a drastic
<br />change in land use from the park property to the east, He stated that a single family home
<br />could easily be constructed on the high portion of the property and felt that the property
<br />should remain as residential property,
<br />
<br />Mr, Jim Daire, 2456 Hamline, expressed many concerns regarding the proposal, He opposed
<br />increasing the density potential of the property to R-3A zoning and stated the Lodge does
<br />not belong in a single family area, He commented that the construction of the facility
<br />would require the removal of most of the trees,
<br />
<br />Mr Grauel asked 1f the property to the north could be developed if the rezoning were
<br />1ffiproved Mrc Dahlgren stated that the property owners to the north could jointly develop
<br />the property even if this particular application were approved,
<br />
<br />Mr, Kellett stated that the applicant had asked the Council to refer their application
<br />back to the Planning Commission so that the applicant could respond to the questions rai.sed
<br />at the previous Planning Commission hearing, He stated he did not believe that the appl~
<br />cant had shown that the property could not be developed for single family homes 0

<br />Mr, Grauel stated that this could potentially be considered a spot zoning, however, he felt
<br />that the Lodg~ use was not very much different from the church or the school district
<br />administration building located in the neighborhood, He stated it was a difficult decision,
<br />however, he would favor the rezoning,

<br />Mr, Rukavina commented that although it was conceivable to build a single family home on
<br />the property, he believed that the applicant had demonstrated that it was not very practIcal,

<br />Mr, Kellett moved and Mrs, Cushing seconded, that the Commission recommend denial of
<br />Tusler Lodge request for rezoning from R-l to R-3A, special use permit and conditional
<br />use permit at 1321 County Road B-2, Roll Call, Ayes: Cushing and Kellett, Nays

<br />Mr, Reinhardt indicated that this rezoning proposal had been submitted previously and had
<br />been denied by the City Council, The only difference between this application and the
<br />previous one was improved screening on the north side of the property, The apartment
<br />building would contain 11 one bedroom units,

<br />Resident at 651 County Road B~2 objected to the rezoning request, He stated that the
<br />property was presently zoned R-l and that it should remain for single family homes, He
<br />felt there was no reason why single family homes could not be constructed on the property,
