-6-

Mr, Dahlgren stated that the area from which the City has removed gravel can be repaired,
He stated that the City has never said it was appropriate to'r.emove the gravel from the
property regardless of the City's desire to purchase for park land, The real question
is whether it is appropriate to mine gravel in the area or not. He suggested that the
Commission may want to consider the request on that basis. Mr. Dahlgren submitted that the
excavation would have serious impact on the area.

Mr, Jim Michels stated that he was asked by Don Dexter, Commander of the American Legion
Post to make a statement on Mr, Dexter's behalf. Mr. Michels commented that the American
Legion would like the application laid over until the Building Corporation Committee of the
Legion could study the impact of the application on the Legion property,

Mr, Bob Rudy of Shafer Contracting Company.indicated that there exists approximately
24,000 cubic yards of material on the city-owned property in Central Park and that there
is approximately 44,000 cubic yards of material on the private property for which this
request is made. He stated that the cost is approximately 40i a cubic yard.

Recommendation

Mr. Mastel moved and Mrs. Cushing seconded, that the Commission recommend denial of
Shafer Contracting Company's request for special use permit at 644, 646 and 656 County
Road C, Roll Call, Ayes: Rukavina, Mastel, Cushing, G. Johnson, Kellett and Grauel,
Nays: None,

Planning File 895 - Curtis Kehr request for rezoning from R-l to R-2 and division of
lot at 972 Woodhill Drive

Presentation

Mr. Curtis Kehr indicated that he proposes to construct two double bungelows, He indicated
there would be two bedrooms per unit. The exterior would consist of rough cedar on the
mansured roof and the remaining part of the building would be stucco,

Discussion

Mr. William Tech, property owner in Parkview Terrace Condominum objected to the request.
He stated that the density was double what is permitted in R-l and that the square footage
of the buildings was very small,

Mr, Mastel asked the applicant what comments he had regarding a petition received by the
Planning Commission from residents in the neighborhood indicating that the applicant had
misrepresented the application when he had originally gone around with a petition in the
neighborhood.

Mr, Kehr commented that his father had not apparently made it clear that there would be
two double bungelows constructed, He said they were sorry for the misunderstanding with
the neighbors.

Mrs. Cushing stated that she did not favor the rezoning application. She did not feel
that four more driveways should be added to Woodhill Drive so close to the school,

Mr, G, Johnson commented that R-2 zoning has been done very successfully on County Road Be
