<br />-3- <br /> <br />Planning File 905 - First Federal Savings & Loan Association's request for <br />approval of development plans and variances to setback <br />and buffer zone requirements at 1705 County Road B-2 <br /> <br />Presentation <br /> <br />Mr. Hannon Ogdahl, Vice President, First Federal Savings & Loan Association, <br />indicated that First Federal proposes to construct a savings and loan facility <br />on the property in questions. He indicated that they have no plans for the <br />portion of the property on the west which they will not be using at this time. <br />He stated that they are seeking a variance from the 100 foot setback require- <br />ment for the building from the east and south property lines and a variance which <br />would permit the construction of a road in the 40 foot buffer area required <br />adjacent to the residential area. <br /> <br />Discussion <br /> <br />Mr. V. Johnson stated that he would be more comfortable if the road on the <br />west were constructed when it is required by future development. He asked the <br />applicant, that if the Commission were to approve everything except the var- <br />iance for the road, which encroaches in the 40 foot buffer requirement, would <br />the development be workable? <br /> <br />Mr. Ogdahl responded that he thought they could make it work without the road <br />on the est of the property. He stated that they did not have any strenuous <br />objection to not constructing the road at this time. <br /> <br />Mr. Grauel commented that he did not think that he could vote for the road <br />on the west without an accompanying development plan. <br /> <br />Mr. Kellett corrnnented that he would be inclined to not tamper with the road on <br />the west. He did not believe the Commission should place a condition prohibiting <br />the construction of the road. <br /> <br />Mr. Grauel asked the applicant if he would be willing to moge the curb on <br />County Road B-2 toward the north to provide sufficient room on County Road B-2 <br />for an acceleration lane. <br /> <br />Mr. Ogdahl stated that they were agreeable to that suggestion. <br /> <br />Mr. Steve Tedesco, 1607 Bruce, indicated that he was speaking for 22 people <br />in the Bolstad Addition. He said that they have no objections to this specific <br />proposal, but that they wanted the Planning Commission to know that they are <br />concerned about what happens in the future on the remaining portion of the <br />Dayton-Hudson property north of County Road B-2. <br /> <br />Recomnendation <br /> <br />Mr. G. Johnson moved and Mr. Kellett seconded, that the Commission recommend <br />approval of First Federal Savings & Loan Association's request for approval of <br />development plans and variances to setback and buffer zone requirements at 1705 <br />County Road B-2 andfurther, that consideration be given to construction of an <br />acceleration lane on County Road B-2 going west from the point where the exit <br />from the driveup teller's is planned. <br />
