<br />- 2- <br /> <br />Planning File 911 - John Rasmussen request for vacation of right-of-way <br />(Permyan Avenue south of County Road C-2) <br /> <br />Presentation <br /> <br />Mr. Rasmussen indicated that he proposes to vacate the right-of-way and use it as part <br />of his property. <br /> <br />Discussion <br /> <br />Mr. Grauel indicated that the request certainly appeared to be reasonable. <br /> <br />Reconmendation <br /> <br />Mr. Kellett moved and Mrs. Cushing seconded, that the Commission recommend approval <br />of Jolm Rasmussen's request for vacation of right-of-way (Permyan Avenue south of <br />County Road B-2). Roll Call, Ayes: G. Jolmson, V. Johnson, Kellett, Rukavina, Mastel, <br />Cushing and Grauel. Nays: ~ne. <br /> <br />Plarming File 912 - Mailand and Jolmson request for special use permit and variances <br />at 1045 Larpenteur Avenue <br /> <br />Presentation <br /> <br />Mr. John Miller, architect representing Mailand and Johnson, indicated that the pro- <br />posed building is six stories in height and that it would have the same interior court <br />atritlll concept as previously approved by the City in 1972. He stated that the building <br />would be located 80 feet from Dionne Street and that the area between the building and <br />the residences to the north on Dionne will be landscaped with berms and trees c He <br />indicated that although the site is large enough to meet Rosevil1e's parking require- <br />ments, that it was felt the elderly did not require as many parking spaces and, therefore~ <br />75 were being proposed. The building would be constructed of precast concrete and the <br />exterior would be painted. <br /> <br />Mr. Curt Glaser of the Knutson mortgaging company representing Mailand and Johnson, <br />indicated that thefinancing for the project would be from the Minnesota Housing and <br />Finance Agency. He stated that the development would be owned by Mr. Mailand and <br />Mr. Johnson. He conmented that the Housing and Finance Agency has preliminarily selected <br />this project for approval and that the Metropolitan Council has recommended approval of <br />the project. He indicated that it is highly unusual to have over 4 acres of land for <br />only 149 units. He stated that when the City previously approved the application in <br />1972, that the approval included a deed restriction that the units could be used only <br />for the elderly. He stated that the Mirmesota Housing and Finance Agency has advised <br />him that any such deed restriction on the approva] wili make the project ineligible for <br />financing. He conunented that this is because the governMent permits no deed restrictions <br />of any type on the approval. Mr. Glaser indicated that in his experience he has never <br />seen any people other than the elderly live in housing designed specifically for the <br />elderly as this project is. <br /> <br />Discussion <br /> <br />Mr. Dahlgren indicated that when the application was previously approved the residents <br />in the neighborhood had worked very closely with the developer to obtain the best <br />possible development for all. <br /> <br />Mr. Dahlgren stated that the proposed plan Ius 25 less parking spaces than the previous <br />application. He felt that the reduced ntlllber of parking spaces was appropriate, but <br />
