<br />-3- <br /> <br />suggested that the Commission may desire to place a condition on the special use <br />permit requiring additional parking if it is detennined by the City that it is needed, <br />Mr. Dahlgren indicated that he thought the site had a lot going for it as a location <br />for elderly housing and the atrium design was a good concept. He didn't feel that <br />there was a great risk by approving the development without the condition limiting <br />residents to the elderly. He stated that he was not aware of any housing designed for <br />the elderly that housed other than elderly residents. <br /> <br />Mr. Miller indicated that the entire building would be sprinkled and1hat there would <br />be two elevators in the building. <br /> <br />Mr. Glaser stated that the gross rent would be $270 per month for the one bedroom <br />units. <br /> <br />Mr. Miller indicated there would be central laundry facilities and a conmunity room <br />provided. Also, an intercom would be installed at the entrance to the building for <br />security purposes. The height of the building would be 51 or 52 feet. <br /> <br />Mr. Lebens, owner of the green house to the east of the property in question, commented <br />that he relies on solar energy as his primary source of energy. He preferred that the <br />building be moved and that the heights be reduced in size to about 4 stories which would <br />greatly reduce the shadow effect on his greenhouse operation. He stated it is a very big <br />building and will cast shadows on the greenhouse which will reduce the amount of sun <br />light received and in turn cause significant problems for their operation. He stated <br />that this is a very large building in an area of 1 - l~ s tory buildings. <br /> <br />Mrs. Florence Isaacs, representing the Roseville League of Women Voters, indicated that <br />the League favors the broadening of housing choices in Roseville for low and moderate <br />income persons which make it possible for scme of our long time residents to stay in <br />their home connnuni ty as well as enable others to move where they may not now be able <br />to find a home they could afford. She stated that the League supports the use of the <br />Minnesota Housing Assistance Program funds to help reach the goal of providing a range <br />of housing types wi thin our corrmuni ty to meet the needs of persons of all ages and <br />income levels. <br /> <br />Mr. Mailand indicated that the $270 rent includes utilities. <br /> <br />Mr. Woodrow Johnson, resident on Diorme Street north of the proposed project indicated <br />that he was opposed to the development. <br /> <br />Mr. Rukavina indicated that he believed we should provide housing in Roseville for <br />the elderly that all of the elderly should not be required to live in the core cities, <br /> <br />Mr. Kellett indicated that he felt this was one of the superior apartment projects <br />that he has seen proposed for Roseville since serving on the Planning Commission and <br />that he would vote for the proposal. <br /> <br />Mr. Vern Johnson commented that the applicant had done a good'job of meeting the <br />environmental needs of the neighborhood and that it appears to be a very good compromise <br />project and in the best interests of the neighbors. He favors the project. <br /> <br />Mr. Grauel stated that the location of the building on the site is good and that the <br />City has a responsibility to do our share to provide living space for the elderly. <br />
