Johnson) Vo Johnson) Rukavina and Grauel. <br />Nays; None. <br /> <br />Planning File 944 - Bureau Investment Corporation request for division of lot and special <br />use permit at 1885 TH 36. <br /> <br />Presentation <br /> <br />Mr, John Bureau indicated that he owns approximately 5 acres between the Midwest Savings <br />and Loan and the Red Lobster properties, He desires to divide the property and use a portion <br />of the property on the east side for the development of a Poppin Fresh Restauranto He stated <br />that he has no prospective buyers for the remaining portion of the property, He also in- <br />dicated that the development will meet all the codes of the City of Roseville, <br /> <br />Discussion <br /> <br />Mr, Grauel indicated that the City has worked very hard to aSSULe that quality development <br />occurs in the area west of Fairview where the restaurant is proposed. He stated that he had <br />been hopeful a different type of development, than what is proposed, would be constructed in <br />that area, <br /> <br />Mro Dahlgren stated that the decision the Commission is making tonight is whether we will <br />have a strip of restaurants on Highway 36 or some other type of development. He stated <br />that if the division is approved ~ there is a strong possibility the -;:,'emainlng property be~ <br />tween the Red Lobster Restaurant and the proposed Poppin Fresh would be developed for pro~ <br />bably three restaurants which would make a strip of restaurants along Highway 36 with all the <br />parking to the rear. He corronented that if restaurants were to be the use of the land that <br />he would favor a clustering of th~ restaurants in the middle of the property with the park- <br />ing around the restaurants rather than the strip effect, <br /> <br />Mro G. Johnson stated that the Red Lobster is a fine restaurant but that theparking and the <br />traffic pattern is bad. He felt that the proposed development would generate the same type <br />of problems. <br /> <br />Mr. Rukavina indicated the City had an opportunity to get away from the typical strip devel- <br />opment for the restaurants and try a new approach. <br /> <br />Mr. Grauel stated that this was an extremely valuable piece of property and he felt that the <br />development on it should be of a high calibre. <br /> <br />Mr, V. Johnson indicated there must be a better plarming alt:ernative for the development <br />of this land than the one proposed. <br /> <br />Recommendation <br /> <br />Mr. V. Johnson moved and Mr. Rukavina seconded, that the Connnission recommend denial of <br />Bureau Investment Corporation request for division of lot and special use permit at 1885 <br />TH 36. Roll Call, Ayes: Mastel, Cushing, G. Johnson, V. Johnson, Rukavina and Grauel. <br />Nays: None. Abstain~ Kellett. <br />
