<br />- 3- <br /> <br />~ <br /> <br />Dave MacLean representing the Roseville Citizens Action Group indicated that they met <br />regarding the applications and had concerns regarding the water pollution 'vhich would <br />occur because of the development. He stated that the Citizens Action Group believed <br />the 'vater study of the Langdon Lake drainage area should be completed before the de- <br />velopment is approved. <br /> <br />~Ir. Robert Thompson, representing the Fairview }fuights Civic Association presented a <br />"Titten statement to the Commission and voiced concerns about water and noise pollu- <br />tion as a result of the proposed development. He concluded by asking that before <br />development occurs in the area, the drainage area study should be conducted and in- <br />dicated that the Fairview Heights Civic Association recommends that the proposal not <br />be approved at this time. Mr. Simons indIcated that he was concerned about the <br />types of plantings that were included in the landscape plan. <br /> <br />Mr. Dahlgren stated that if the Commission desires, a condition could be attached that <br />'vould require the landscape plan to be approved by the City. Mr. Simons also indi- <br />cated that he was disappointed in the information 1vhich had been provided by the app- <br />licant regarding the noise generated from his property. He felt that more complete <br />information could have bee~_presented. <br /> <br />Y'_.~ <br />Mr. G. Johnson stated that PIK Terminal is a business which wants to move ahead. He <br />indicated that, the Planning Commission, when the application was previously considered, <br />recommended that the study of the Langdon Lake drainage area be undertaken. However. <br />because the application had been denied by the Council, the drainage study had not <br />been done. He felt the applicant had done all he could to fulfill the drainage re- <br />quirements. !\IT. Johnson favored recommending approval of the proposal. <br /> <br />!\~. Rukavina stated that he saw a good faith attempt on the part of the applicant <br />, to develop a good proposal and he felt it was a fine proposal. <br /> <br />~IT. V. Johnson stated that in his opinion, the strongest point of opposition is the <br />question of whether the drainage area study or the development should be done first. <br />He stated that 'this was a thoughtfully conceived development plan and that the applicant <br />had gone out of his way to develop an excellent plan. <br /> <br />!\Ir. Kellett stated that the applicant has done all the planning that is within his <br />ability. <br /> <br />Recommendation <br /> <br />Mr. G. Johnson moved and Mr. Kellett seconded that the Commission recoIIID1end approval <br />of PIK Terminal's request for rezoning from I-I to 1-2, special use permit, vacation <br />of right-of-way and conditional use permit at 2690 Prior Avenue ~~th the following <br />conditions: <br /> <br />1) That the ~vner shall develop the truck terminal facilities in <br />aEcordance with plans submitted and dated February 26, 197b. <br /> <br />2) That the Owner agrees to dedIcate approximately 10.6 acres <br />of land shown on plans dated March 27, 1975. The exact <br />property lines shall be subject to adjustment to the extent <br />that the minimum depth of dedication shall be 100 feet from <br />the control level line of Langton Lake as described by survey <br />after melting of snow cover in the Spring of 1976. <br />
