Johnson. <br />Nays: Mastel. <br /> <br />Planning File 964 - <br /> <br />Canadian Financial Corporation request for rezoning from <br />B- 2 to R- 3, Special Use Permit and Variance to building <br />height, floor area ratio, lot area and parking at 2800 <br />North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. Jean Parranto, representing Canadian Financial Corporation, indicated <br />that the proposal includes a 7 story apartment building for the elderly and <br />several 2 and 3 story tmmhouse type buildings. <br /> <br />~!r. Don Lehr, architect representing Canadian Financial Corporation, indicated <br />that the site is 9 acres and it is proposed that a 7 story elderly apartment <br />building containing 122 one bedroom units be constructed on the property near <br />Snelling Avenue. It is also proposed to construct 40 one bedroom units, 40 <br />Dvo bedroom units and 12 three bedroom units which will be for families. He <br />stated that the applicant anticipates approval for the development from the Rice <br />Creek 1vatershed District at the April 14th meeting. He indicated that a very <br />similar project had been constructed by the company in Golden Valley and is <br />called "Dover Hills". He stated that some of the units will be subsidized and <br />some will be rented at the market rate. The market rate apartments are essential <br />to achieve the economic intergration of the residents which is desired. The <br />Dover Hills project has been operating since the summer of 1975. There are 117 <br />school age children in the 234 dwelling units in the development. For those <br />units which are subsidized, the renter pays 25% of his monthly income for rent <br />and the rewaining portion of the market rate is subsidized by the federal <br />government. The rental rate"includes all utilities except phone. ~~. Lehr <br />indicated that the 7 story building for the elderly would have a recreation <br />room and tot lots would be provided in the family units area. He stated that <br />this site would probably generate approximately 100 - 120 children. <br /> <br />Mr. Parranto commented that the developer 1vould anticipate requesting the ~~tro- <br />politan Transit Commission to extend the bus routes into the development site. <br /> <br />Mr. Kramer indicated that the developer should maintain nvo points of access to <br />Snelling Avenue and should the frontage road on Snelling not be constructed by <br />the time the development is open, the developer will construct the second access <br />on his property at his expense. Mr. Kramer indicated that the developer should <br />pay the assessment cost of the curb and gutter required by the City over and above <br />the cost which would be paid by the Minnesota Highway Department. Mr. Kramer <br />also indicated that additional right-of-way was necessary on Snelling Avenue, <br />10 feet in some areas and 20 feet in others. <br /> <br />Mr. Parranto indicated that the developer agreed with the points presented by <br />Mr. Kramer. <br />
