Don Johnson, resident on Milh'ood, indicated that he hoped the increased <br />nm-off caused by this development to COLmty Ditch No. 4 would be looked at very <br />thoroughly. <br /> <br />!llr. David Christianson, 1498 Centennial Drive, indicated that he Has opposed to <br />the development, and felt it would be unfair to place the senior citizens so close <br />to the noise on Snelling Avenue. <br /> <br />~~. Lehr indicated that the one bedroom units and the elderly apartments 11DUld be <br />638 square feet and that the bedroom would be at least 120 square feet. <br /> <br />Mr. Rukavina felt that it was a good proposal and that he was in favor of it. <br />He thought it was something that Roseville needed in the comw~mity. <br /> <br />Hr. V. Johnson indicated that he was impressed with the existing development in <br />Golden Valley and that it provided a mixed community 1vith a range of ages and a <br />range of econowic donditions. <br /> <br />Recommendation <br /> <br />Mr. Rukavina moved and Mr. Kellett seconded, that the Commission recommend approval <br />of Canadian Financial Corporation's request for rezoning from B-2 to R-3, special <br />use permit and variance to building height, floor area ratio, lot area and parking <br />at 2800 North Snelling Avenue with the following conditions: <br /> <br />1. That the total development shall be constructed in accordance l~ith plans <br />as submitted by the applicant and approved by the Ci~J as prepared by <br />Winsor, Faricy, Architects, Inc. dated April 7, 1976. <br /> <br />2. That it specifically be recognized and a-reed that the 7 story structure <br />consisting of 122 units are designed and approved with room size standards, <br />parking accommodation and contiguol~ open space sufficient only for <br />occupancy by the elderly. At no time should less than 90 % of the occupants, <br />other than handicapped~ be less than 62 years of age. The condition shall <br />apply regardless of future ownership or change in rental programs. It is <br />recognized that the project is approved consistent "ith a policy deter- <br />mination that the site plan and specific buildings within it are approved <br />solely to meet a specialized housing need in the Civj. <br /> <br />3. Further delineation of the plans and specifications for site \I'ork, buildings <br />and utilities shall be subject to approval of the Public Works Director. <br />Any major changes in plans as approved in this special use pemit can be <br />accomplished only by the processing of a new application and appropriate <br />public hearing for an amended special use permit. <br /> <br />4. That provisions for meeting the life safety code shall be as approved by <br />the City Fire JlJarshal. That the maintenance of all structures, grounds, <br />utilities, ponding area and roa&~ays be the permanent responsibility of <br />the developer and/or his assigns. ~1aintenance not so accomplished in a <br />reasonable manner shall be done by the City and assessed against the property. <br />
