He thought the repair work was <br />basically limited to such items as changing of lights and replacement of tires. He <br />stated that Mr, Converse, Roseville City Attorney, had submitted the opinion that the use <br />would be a special use in the B-3 zone as a "repair garage" based on the fact that repairs <br />being conducted were of a minor nature. <br /> <br />Mr, Dahlgren cormnented that the question appeared to be: Are the repairs minor or major? <br /> <br />Mr, Haggerman felt that the brake jobs were a minor repair, He connnented that the repair <br />of a trailer was something that happened very infrequently. Mr. Haggerman indicated that <br />their sign needs were very minimal, probably no more than a sign on the facade of the build- <br />ing with no lighting of the sign, Mr. Haggerman also indicated his willingness to remove <br />the concrete pads which are located in front of the building and landscape the area. <br /> <br />Mra Mastel connnented that the repair of trailers is a part of the trucking industry, He <br />did not feel that truck repairs was a compatible use in a B-3 zone, <br /> <br />Mr, Go Johnson indicated that he w0111d like to welcome the Overland Express operation <br />to Roseville, but he felt the truck facility in the area was not appropriate. <br /> <br />MTc Kellett indicated that he did not see any incompatability of the proposed use with the <br />other uses in the area, <br /> <br />ML Vo Johnson indicated that he felt there was an incompatibility. He stated that it is <br />a prime retail area and that good planning would be to keep it retail, He felt that the <br />most important question was the character of the area, <br /> <br />Reconnnendation <br /> <br />Mr, Go Johnson moved and Mr. Mastel seconded, that the Commission recommend denial of <br />Overland Express, Inc, request for special use permit at 2755 Long Lake Road, Roll Call, <br />Ayes: Mastel, Simons, Go Johnson and V, Johnson, Nays: Cushing and Kellett <br /> <br />Planning File 994 - Normandale Tennis Club request for special use permit and variance <br />to setbacks and lot coverage at 1707 County Road B-2 <br /> <br />Presentation <br /> <br />Mr, Allan Kimpel, architect representing the Normandale Tennis Club, indicated that the <br />owner has six other tennis clubs in the metropolitan area, The clubs are limited to members <br />only, In addition to the racquet ball courts, tennis courts, swimming pool, running track, <br />and exercise room, there is also 21,000 sq.ft. of gross leasable area for retail shops in <br />the building, Mr, Kimpel indicated they had provided for the drainage in the area by pro- <br />posing water holding ponds on the eastern side of the building, He stated there is also <br />a proposed free standing restaurant on the western portion of the property. However, no <br />specific tenant for that building has been selected. Mr, Kimpel indicated that the owner <br />was willing to construct two outdoor tennis courts on the east side of the building which <br />could be given to the City of Roseville and residents in the area if they would like it. <br />If not, the tennis courts would not be constructed. <br /> <br />Discussion <br /> <br />Mr, Dahlgren indicated that this property is a very sensitive area, Whatever is done has <br />to be done carefully because it is bounded on three sides by residential areas, He <br />suggested that the proposed use was an appropriate one for the area and if handled properly <br />
