Johnson, Kellett, Rukavina, Mastel and V, Johnson.
Nays: None.

Planning File 1006 - Albert Burger request for preliminary plat "Burger Homestead Addition"
at 1994 Lexington Avenue

Presentation

Mr, George Membrez, representing Mr. Burger, indicated they propose to plat Mr, Burger's
property into 7 single family home lots, He stated that Mr. Burger was willing to make
the necessary dedications for right-of-way on Lexington, Shryer and Oxford. Mr, Membrez
stated that he had met wi th Mr. Mooney, the property owner to the south, on two occas ions
and that Mr. Mooney has indicated that he is not interested in platting his property at this
time,

Discussion

Mr, Dahlgren discussed how Mr. Burger's and Mr. Mooney's property could be jointly platted
using a cul de sac, He commented that if the Burger plat were approved without participation
by Mr, Mooney that Mr. Mooney would be able to plat only three lots. He stated that if the
plat were done jointly, a total of four additional lots could probably be platted,

Mr. Pete Weber, 1026 Shryer, stated that he has asked about a playground in the area in the
past, and was told that no property was available. He asked why this property could not be
purchased for a tot lot, He stated there is a lack of park land in this area of the City 0

Mr. Dahlgren agreed regarding the lack of park land in the area, He felt this was part-
ially due to the fact that in the early 1960' s when the City was purchasing park land there
was very little undeveloped property in this particular area of Roseville. Mr, Dahlgren
indicated that the Zitt1e Nursery property is being reviewed by the City as a possible pur-
chase for park land in the future,

Mr. Kramer indicated that the plat should show a sewer easement on Lot 6, for the sewer
line which runs from the existing home to Shryer Avenue,

Mr. Pete Weber expressed his opposition to the proposal and felt it should be purchased for
park land,

My. V, Johnson asked Mrs, Mooney if she fully understood the effects of not platting their
property at the same time as Mr. Burger,

Mrs. Mooney indicated she understood they would be able to have 3 lots if they platted at a
later date 0 HO\<rever, she had not understood that it would be possible to have more lots by
constructing a cuI de sac jointly with the Burgers.
