Planning File 1088 - Ed Cave and Sons request for rezoning fran R-l to R-2, R-4 and B-l-B and preliminary plat at 2489 Rice Street Presentation Mr. Sam Cave indicated they propose to construct single family h~s on the western portion of the property, to rezone the middle portion to R-4 for the construction of four plexes, and to rezone the eastern portion of the property adjacent to Rice Street to B-I-B for ccmterciaL He also asked that the northeastern corner of the property be rezoned R-2. Discussion Mr. Paul Walker, 2426 Galner, asked if the applicant had received approval f:rom either of the Watershed Districts. Mr 0 Kraner indicated that the property was not a part of any watershed district. Mr. Walker asked if apprmral had been received from the ~pa.rt::Irent of Natural Resources the Corps of Engineers, or the Environmental Quality Board. Mr 0 Cave indicated that no approvals had been received and until the City had granted approval, it was uncertain as to the exact nature of the permits that would be required from the other agencies. Mr, Bill Merritt, 2486 Galtier Circle, expressed concern about the drainage in the area of the proposed single family cul de sac. Mr. Arthur Godfrey, 2466 Galtier Circle, indicated that he didn't feel there was sufficient information to make a decision at this ti1re and that the application should be continued. Mro Cave indicated that it was his intention to sell each unit in the four plexes for approxi111ately $40,0000 Mr, North presented a report fran the Police, Fire am Public ~rks ~partIrents indic- ating they felt the two proposed cul de sacs, Marion Street and W::xxfuridge Street, should be connecting, forming a loop. '!he depart:rrents felt that: 1. In an emergency it is difficult for police or fire vehicles to reach the end of the cul de sac if the entrance is blocked. 2. 'Ihe large equiprent used by the fire departnent has difficulty turning around in the cul de sacs and on many occasions nust back out to the thru street. 3. '!he SnCMplCMing of cul de sacs is very difficult because there is little area available for the storage of snow, and in addition it is very tirre consuming to plow the cul de sacs.
