<br />-3- <br /> <br />Fecomtrendation <br /> <br />Mr. Rukavina IIDved and Mr. Kellett seconded, that the Corcmission recomrend approval of <br />State Farm Insurance CaTpany request for variances at 1500 Highway 36, with the <br />condi non that the second phase of the parking lot be constructed when determined nec- <br />essary by the city. Roll Call, Ayes: SiIrons, Kellett, Cushing, Go Johnson, Mastel, <br />Rukavina and V. Johnson. Nays: None. <br /> <br />Planning File 1088 - Ed Cave and Sons request for rezoning fran R-l to R-2, R-4 and <br />B-l-B and preliminary plat at 2489 Rice Street <br /> <br />Presentation <br /> <br />Mr. Sam Cave indicated they propose to construct single family h~s on the western <br />portion of the property, to rezone the middle portion to R-4 for the construction of <br />four plexes, and to rezone the eastern portion of the property adjacent to Rice Street <br />to B-I-B for ccmterciaL He also asked that the northeastern corner of the property <br />be rezoned R-2. <br /> <br />Discussion <br /> <br />Mr. Paul Walker, 2426 Galner, asked if the applicant had received approval f:rom either <br />of the Watershed Districts. <br /> <br />Mr 0 Kraner indicated that the property was not a part of any watershed district. <br /> <br />Mr. Walker asked if apprmral had been received from the ~pa.rt::Irent of Natural Resources <br />the Corps of Engineers, or the Environmental Quality Board. <br /> <br />Mr 0 Cave indicated that no approvals had been received and until the City had granted <br />approval, it was uncertain as to the exact nature of the permits that would be required <br />from the other agencies. <br /> <br />Mr, Bill Merritt, 2486 Galtier Circle, expressed concern about the drainage in the area <br />of the proposed single family cul de sac. <br /> <br />Mr. Arthur Godfrey, 2466 Galtier Circle, indicated that he didn't feel there was <br />sufficient information to make a decision at this ti1re and that the application should <br />be continued. <br /> <br />Mro Cave indicated that it was his intention to sell each unit in the four plexes for <br />approxi111ately $40,0000 <br /> <br />Mr, North presented a report fran the Police, Fire am Public ~rks ~partIrents indic- <br />ating they felt the two proposed cul de sacs, Marion Street and W::xxfuridge Street, <br />should be connecting, forming a loop. '!he depart:rrents felt that: <br /> <br />1. In an emergency it is difficult for police or fire vehicles to reach the end of <br />the cul de sac if the entrance is blocked. <br /> <br />2. 'Ihe large equiprent used by the fire departnent has difficulty turning around <br />in the cul de sacs and on many occasions nust back out to the thru street. <br /> <br />3. '!he SnCMplCMing of cul de sacs is very difficult because there is little <br />area available for the storage of snow, and in addition it is very tirre <br />consuming to plow the cul de sacs. <br />
