Nays: None.

Planning File

1040 - Murlavski & Reiling request for preliminary plat
between Josephine Road, County Road C- 2, Lexington
and M:rrrill

Discussion

Mr. Honchell reviewed the background of the Murlavski & Reiling request. He
indicated that the original application for the plat had been made approxinately
a year ago but because of a Rice Creek Watershed District study of the drainage
in the area, consideration of the plat was continued. Subsequent to that, five
of Mr. Murlavski's proposed plats were approved along Lake Josephine Road with
the condition that one be retained as a ponding area.

Mr. Honchell indicated that the Rice Creek vlatershed District is still conduct-
ing its study of the drainage basin of the chain of five lakes connecting with
Lake Josephine. 'Ihe study for this part of the overall project, ha.vever, is
done and shavs that this project is feasible. He stated that the Murlavski and
Feiling proposed plat has been reviewed with the Rice Creek Watershed District's
engineer to assure that the platting would conform to the proposed storm sewer
project. He indicated that the Rice Creek Watershed District proposal provides
for an underground sto:r:m sewer pipe across the .Murlavski & Feiling property
taking the water frcm the property as well as other properties under Lexington
Avenue into Little Lake Josephine. Little Lake Josephine would then act as a
sedirrent basin before the water goes into Lake Josephine.

Mr. Honchell indicated that if the Watershed District were not to cOIt'plete the
project, the proposed plat did include ponding areas for the interim storage of
water caused by developITent on the property.

Mr. Honchell indicated that the Watershed District had received approval of
federal and state grants for this project and, although cOIt'pletion of the
project was not certain, it was very likely that it would be completed.

Mr. Gerry Erickson, resident on Lake Josephine Road, felt that if the Water-
shed District did not construct their project that the ponds provided on the
site were not large enough.

Mr. Ellenwood, 1251 Josephine Road, expressed ooncern about storm water going
into the lake and the quality of the water in the lake.
