Mr. Dahlgren <br />stated that because of the extrerre grades on the site, a retaining wall would be <br />necessary between Mother Tuckers and the Victoria Station. <br /> <br />Mr. 'Ihomas Stahl, architect for the applicant, stated that the restaurant would <br />conform to fire safety codes and be sprinklered. He also stated that the applicant <br />had no problem with developing consistent landscaping with Victoria Station or <br />with the comi tion that funds for the construction of the sidewalk be set aside in <br />escrow . <br /> <br />Mrs. Dressler asked hCM high the retention wall would be. Mr. Stahl indicated that <br />the wall would consist of heavy tircers, and be a maximum of 36 inches high. <br /> <br />Mr. SiIrons asked if landscaping plans had been designed taking into account the <br />effects of snCMplowing. Mr. Stahl indicated that the shrubs were placed in such a <br />way to allcw for the storage of snow. <br /> <br />Mr. Rukavina asked Mr. Honchell if the City would be installing signs warning <br />drivers on the frontage road of the driveway ahead. Mr. Honchell stated that it <br />was not the normal practice of the city to install such signs and. that the restaurant <br />signs and lights would serve to warn the people. He further stated that it was not <br />normally the city's practice to install stop signs on the applicant's property, but <br />if a problem would develop, the applicant could be asked to install such a sign. <br /> <br />Mr. Stahl stated that the applicant had attempted in his plan to maintain gcx:x1 sight <br />line to avoid such problems. <br /> <br />Recomrendation <br /> <br />Mr. Rukavina rroved, Mr. G. Johnson seconded, that the canmi.ssion recamrend approval <br />of Ch~s Fine Fcx:x1s request for special use permit at 2350 Cleveland Avenue with <br />the condition that the applicant submit an aIrount of funds to be determined by the <br />Public Works Director to the city to establish an excrow account for the construction <br />of sidewalk, pending developrrent of the future stOI:Tl\ sewer system. Nays: None. <br /> <br />Planning File 1115 - Jean Parranto request for rezoning fran R-l to R:-2, <br />preliminary plat and variance to front yard setback <br />at 2850 Fairview Avenue <br /> <br />Discussion <br /> <br />Mr. Dahlgren stated that the proposed site is a 16.17 acre tract of lard located <br />north of the industrial area east of Fairview Avenue and imnEdiate1y west of the <br />city park. This property was shawn in the 1969 Conprehensive Plan as appropriate <br />for multiple residential developLEnt. Several years ago, however, a developrrent <br />proposal for..,multiple development of the land was approved by the neighborhocd and <br />not approved by the city. 'Ihe applicant at this tirre proposes to develop the property <br />with 16 duplex structures accom:xlating 32 units. Mr. Dahlgren stated that the appli- <br />cant has suJ:::roitted a preliminary plat incorporating a lot split with each lot, thus <br />providing for the sale of the duplexes as a separate entity. Mr. Dahlgren also <br />indicated that because of the shallCM depth of the lots, which are proposed to be <br />approxi.rrately llO', it was suggested that a 25' setback be considered. <br /> <br />Mr. Jean Parranto, the applicant, stated that it was his intention to construct <br />duplexes similar to the ones built by Michels Construction Ca'npany located on <br />County Road C- 2, west of Harnline. <br />
