<br />-3- <br /> <br />Planning File 1176 - All State Insurance request for variance to sign <br />setback at 2860 North Snelling Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the ~esota Transportation Department is proposing <br />to construct a new service road on the east side of Snelling Avenue from County <br />Road C to County Road C-2 during 1979. To accomrodate the service road the <br />Transportation Departrrent has purchased additional right-of-way from the All-State <br />Insurance Company. This purchase places All-State' s existing pylon sign on pro- <br />perty owned by the Trans};X)rtation Departrrent. The new property line will pass <br />wi thin 3 feet of the front of the existing All-State building. The applicant is <br />requesting to place the sign within 3 feet of the new property line. <br /> <br />Mr. John Kohn, representing All-State Insurance Corrpany, indicated that if the <br />sign were setback the requirerl 30 feet, it would be in the Claims Service area <br />of their property. <br /> <br />Recormendation <br /> <br />Mr. Mastel rooved and Mrs. Dressler seconded, that the Corrmission recomrend <br />approval of All-State Insurance Corrpany' s request for variance to sign setback <br />at 2860 Snelling Avenue. Roll Call, Ayes: G.Johnson, SiIrons, Cushing, Dressler, <br />Mastel, Rukavina and V. Johnson. Nays: None. <br /> <br />Planning File 1177 - Steinworth and Coverdale request for special use permit <br />at 1420 Terrace Drive <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that this property was rezoned to R-3A in 1978 and that <br />a special use permit had been approved for a 29 unit apartIrent building. He <br />stated the original proposal had placed the building in the northeast corner of <br />the site. The 29 units would require a land area of 63,700 square feet. The <br />total site area is 126,000 square feet. Mr. Dahlgren indicated that the appli- <br />cants have redesigned the deve10prrent and propose to construct a 36 unit building <br />on the westerly portion of the site. The 36 units would require a land area of <br />82,400 square feet, still far less than the actual land area of over 126,000. <br />He indicated that the site would be served with a single driveway off Terrace <br />Drive and that there would be no access from Judith Avenue. <br /> <br />Mr. Bob Pope, architect representing the applicant, indicated that they had re- <br />designed the proposal because they felt the best orientation for the building <br />was north/south, providing the apartrrent residents a better view of the pond. <br />He stated that it was also difficult to construct the building as originally pro- <br />posed because of a sewer ease:rrent and setback requirerrents. Mr. Pope indicated <br />that there was considerable vegetation already on the site, but that they were <br />also proposing to plant additional landscaping. <br /> <br />Mr. Wayne Miller, 1418 Judith, asked if the apartments would be occupied by <br />students, like the other apartIrents in the area. <br /> <br />Mr. Steinworth responded that they own other apartrrent units and that they are <br />all occupied by adults and no children. <br />
