Nays: Cushing. <br /> <br />Planning File 1178 - ~chae1s Brothers request for rezoning from R-1 to R-2 <br />and preliminary plat at 2416 Iexington Avenue <br /> <br />Presentation <br /> <br />Mr. Dahlgren indicated that the applicant proposes to plat the property <br />previously owned by the Markham family into 10 lots and rezone 9 of the lots <br />to R-2 for duplexes. It is proposed to build Oxford through to County Road B-2. <br /> <br />Jim ~chae1s indicated that their firm has been building in Rosevi11e for 25 <br />years. He stated that they presently own am operate 10 duplexes on County <br />Road C-2 west of Hamline. He indicaterl these were build in 1974/75 and rent <br />for $350-$375 per rronth. Renters are all adults and no pets are permitted. <br />He indicated that a yard Iran is hired to m::w the grass weekly and take care of <br />the landscaping. <br /> <br />Mr. ~chae1s stated that the property taxes average $2,600 per building on County <br />Road C-2 and that there are no vacancies. He stated that 75% of the renters have <br />been there for nore than three years. He also comrented that the units are <br />rented on a IIDnth1y basis so that if a problem develops with a tenant that 30 <br />days notice can be given to vacate the premises. He provided the Comnission <br />with letters from 9 property owners located closest to the duplexes on County <br />Road C-2. All of the letters expressed satisfaction with the deve10prrent and <br />its maintenance. <br /> <br />t-1r. ~chae1s indicated that they acquired the Markham property approxinate1y <br />two rronths ago and that they have talked to smne of the people in the neighbor- <br />hood. He presented a petition to the Conmission with 17 signatures representing <br />12 proPerties indicating approval of the proposed rezoning. from R-1 to R- 2. <br /> <br />Mr. Michaels indicated that the traffic counts in 1977 on County Road B-2 <br />were 3,350 cars per day and on Lexington Avenue 11, 700 cars per day. <br /> <br />He stated that the duplexes would be customed built like the ones on County Road <br />C-2. He noted that if single family homes were constructed that they could <br />probably gain one IIDre lot. He stated that in light of the traffic on Lexington <br />and County Road B-2, he feels that the R- 2 zoning would be the best use for the <br />land. <br /> <br />He stated that apparently one of the prime concerns of the neighbors was that the <br />renters would not have an attaclurent to the conmunity. He comrented that they <br />would not be opposed to dividing each of the duplex lots in half so that each of <br />the units could be sold individually. <br /> <br />Discussion <br /> <br />Mr. Sirrons inquired if duplexes could be considered as part of a planned unit <br />deve10prrent and if rental properties could be included in a planned unit de- <br />ve10prent. <br /> <br />Mr. Dahlgren answered yes to both questions. <br />
